Layton recently was named Associate Chief of the International Bureau at the Federal Communications Commission (FCC), where she is in charge of general management and strategic policy planning. Prior to joining the Commission, Layton had been with the U.S. Department of Commerce for 19 years serving in various capacities with its International Trade Administration (ITA). From 1996-1999, she was the Director of ITA's Office of Telecommunications, where she oversaw Commerce's advocacy, trade policy and promotion initiatives on behalf of the U.S. telecommunications industry. She also was posted twice to the Organization of Economic Cooperation and Development (OECD) in Paris, France, initially on secondment to its Trade Directorate (1983-86) and subsequently as Commercial Advisor for the U.S. Mission to the OECD (1990-95). As the U.S. Mission's Commercial Advisor, she coordinated U.S. participation in OECD committees on telecommunications, industry, steel, tourism and transportation and served as an advisory member of the American Chamber of Commerce in France. Her earlier Washington-based work with the Department focused on GATT trade negotiations. Layton holds a B.A. degree from Furman University and an M.A. degree from the John's Hopkins School of Advanced International Studies. She is married to David Layton and has two daughters. - FCC -
