INOUYE PROJECT AMERICA PROVISIONS TO PROMOTE U.S-FLAG CRUISE SHIPS IN HAWAII CLEARS SENATE HURDLE

HONOLULU, HAWAII – The Senate late yesterday evening approved by a vote of 69 to 29, H.R. 2, the Fiscal Year 2003 Omnibus Appropriations Act, which includes more than $489 million for Hawaii projects. Among the many projects funded at Senator Daniel K. Inouye's request:
Native Hawaiian Education. $32.5 million to support educational programs for Native Hawaiians, an increase of $2 million above Fiscal Year 2002. Senator Inouye stated, "These funds will ensure the continuation and expansion of programs that have proven their merit as valuable and viable components of Hawaii's educational infrastructure."
Impact Aid. $40.66 million to the State Department of Education to help offset the cost of educating children of the military and federal dependents. This is an increase of $1.14 million over last year.
Highway/Bus Funds. The State of Hawaii will receive more than $144 million in formula highway funds and the City and County of Honolulu will receive approximately $30 million in bus funding. Additional funding totaling approximately $59 million is also provided for other transportation initiatives.
East-West Center. H.R. 2 also includes $18 million for the East-West Center, an increase of $4 million above Fiscal Year 2002, including $2.5 million for renovation of existing East-West Center facilities. "These funds will allow the Center to enhance its vital role as part of a broad strategy to build a safer world, particularly given the Administration's concerns regarding China, North Korea, Indonesia, and the Philippines," stated Senator Inouye.
Compact Aid Relief for Hawaii's Hospitals. H.R. 2 includes $5 million for the State of Hawaii and the Hospital Association of Hawaii to defray the costs that Hawaii hospitals and the State incur as a result of the Compacts of Free Association with the Federated States of Micronesia and the Republic of the Marshall Islands. "The uncompensated medical care that our hospitals have provided under the Compacts, together with the many social services the State provides, have created a grave financial situation for our hospitals and the State. This aid will help offset the losses being experienced by our hospitals," observed Senator Inouye.
