    Eight awarded Argonne's highest honor

    Eight Argonne employees will be honored with University of Chicago Distinguished Performance Awards and Outstanding Service Awards at a ceremony at 4 p.m. Thursday, July 27, in the Building 213 cafeteria.

    All employees whose work schedules permit are invited to attend the ceremony.

    The Distinguished Performance Award is the highest honor the university awards to an Argonne employee. It recognizes the achievements or leadership by staff engaged in scientific and technical activities. Awardees receive a certificate, a medal and a check for $3,000. They are:

    * Larry Curtiss (CMT), who was nominated for a long list of achievements and a career of scientific excellence in fundamental physical chemistry. His research has focused on the application of quantum chemical techniques to materials chemistry research at the molecular level. Curtiss also extended conventional calculation methods to calculate molecular energies.

    * Edward Fujita (RA), for his central leadership role in the creation of safety, safeguards and operational procedures for the Fuel Cycle Facility project at Argonne-West.

    * John Hull (ET), for exceptional work in developing applications for high-temperature superconductors. Hull's work has included development of superconducting current leads and an energy storage flywheel, and research into electromagnetic control of continuous metal casting.

    * William Perry (AW-FO), for consistent and exceptional leadership in facility engineering and operations at Argonne-West over a 35-year period. His most recent achievement, as director of the facility operations division, was guiding the Fuel Cycle Facility upgrade project to successful completion.

    Winners of the University of Chicago Outstanding Service Awards receive an engraved plaque and a check for $3,000. The award was established in 1983 by the University of Chicago's Board of Governors for Argonne to recognize those in support positions who have furthered the goals and missions of Argonne through exceptional contributions. Winners are:

    * Rosalie Bottino (HR), was nominated for 31 years of "exceptional reliability and dependability" at the laboratory. Bottino played a key role in developing the temporary services program, high school student aide program and the Employee Handbook.

    * Allen Carbaugh (PFS), supervisor of utilities and 28-year veteran of Argonne. He was cited for his thorough knowledge of the laboratory's utility systems, which has prevented major equipment breakdowns and disruption of laboratory services.

    * Eileen Graff (OCF), chief data operating specialist, for dependability and dedication spanning a career of 36 years. Graff's sense of responsibility ensures Argonne's payroll is produced and financial books are closed in the desired times.

    * Raymond Wolson (CMT), division safety officer, who has been the major contributor to CMT's proven track record of progress toward improving environment, safety and health performance. Wolson developed training, a graded approach to conduct of operations and a self-assessment program. He improved guidance and procedures, and incorporated ESH principles into project plans. He was also cited for leadership in a DOE Plutonium Vulnerability Assessment.

    Program gives former USSR scientists
    alternatives to weapons research

    Argonne is giving scientists from the former Soviet Union a taste of capitalism through a program offering alternatives to nuclear weapons research.

    The New Independent States-Industrial Partnering Program (NIS-IPP) links former Soviet weapons facilities and U.S. laboratories with commercial industry.

    Ten national laboratories, including Argonne, more than 80 U.S. corporations and 1,900 former Soviet weapons scientists have joined the effort to encourage a more peaceful, commercial use of science, according to Daryl Bomkamp (SPO), who oversees NIS-IPP at Argonne.

    The former Soviet scientists aren't sealing NIS-IPP deals with a traditional shot of vodka, but with written subcontracts. This program not only provides the scientists with funding and technological resources, but it also introduces them to Western business practices, including such concepts as contracts, royalties and intellectual property.

    "I'm sure Lenin is spinning in his glass box at the Kremlin now that we're turning their scientists into capitalists," said Associate Manager Bill Ragland (ITD) who coordinates the development of cooperative research and development agreements (CRADAs) between Argonne and U.S. companies.

    The program consists of two phases. The first is a subcontract between the laboratory and a former Soviet research organization. During the second phase, a CRADA is signed between the laboratory and a U.S. industrial partner to commercialize the NIS technology. The participation of U.S. industry in NIS-IPP is managed for the Department of Energy by the United States Industrial Coalition, Inc. (USIC), an alliance of American companies.

    Linking the defense institutions from the former Soviet Union with corporate America is a way to draw former Soviet weapons scientists into the world of commerce and away from military research in countries such as Iran, Iraq and North Korea, Ragland said.

    "We provide them with good-paying jobs," Bomkamp said. "If they don't do something to help themselves economically, they'll go down the tubes."

    This past April, a San Diego-based company, Phase Metrics, signed the first CRADA that joins the research efforts of Argonne scientists and former Soviet scientists from the Institute of Solid State Physics (ISSP), outside Moscow. It is one of 19 projects at Argonne involving scientists from the former Soviet Union.

    The ISSP scientists developed a special indicator film that produces high-resolution images of magnetic fields in superconductors. As the only source of this indicator film in the world, the collaboration has cornered the market.

    "You may not think of Russia as a high-tech country, but in this film technology, they lead the world," said George Crabtree (MSD), an Argonne senior scientist and the principal investigator working with ISSP scientists and Phase Metrics.

    Phase Metrics will market the film with an entire system that includes instrumentation (developed by Argonne and Phase Metrics) to produce the image and computer software to analyze it. The former Soviet scientists are anxious to market their own inventions, Crabtree said.

    According to Ragland, the Russian economy is not ready for commercialization of this technology, but exposing the NIS scientists to the business process will help give them the long-range view needed for success in the marketplace.

    Argonne retains ownership outside the NIS of intellectual property created under the subcontracts; royalties will be shared equally between the laboratory and the NIS institutes, said Jeffrey Geouque (PRO), the contract specialist who coordinated signing of the subcontract.

    "For 40 years, they were our adversaries; we didn't want to breathe the same air. Now everything's thrown into a pot and split," Bomkamp said. "It's hard to be opposed to a program that prevents the proliferation of nuclear weapons and draws talented scientists into the world market," he said.

    The NIS-IPP concept--non-proliferation of nuclear weapons with a capitalistic twist--could benefit other countries, Bomkamp said. Similar programs may be developed in India, Pakistan, South Africa and China.

    Sue Dornfeld, Lady Luck; separated at birth?

    For the second year in a row, Sue Dornfeld (ESH) has won top prize in the Argonne-East Combined Appeal Raffle -- two free United Airlines tickets to anywhere in the United States.

    Dornfeld was more than a little surprised upon learning the results of this year's raffle. "I am totally floored," she said. "This is wild. This is wonderful."

    She recently used one of the tickets she won last year for a trip to Scottsdale, Ariz. She used the other one earlier this year to visit a friend in California. Now it appears Dornfeld will be making still more travel plans.

    Other big winners in this year's drawing include Cheryle Gray (SSD-TVL), who won a $75 dinner gift certificate from The Flame; Anglea Ware (IPD-MED) -- a two-day, one-night stay for two at the Lisle/Naperville Hilton; Gary Weidner (IPD-MED) -- Sunday brunch for two at the Signature Room at 95th; Sue Benson (DIS) -- two tickets to Candlelight Dinner Playhouse.

    Director's Run set for July 28

    The annual Director's Fitness Run will be held Friday, July 28, at noon, starting at the Argonne Pool.

    The event includes a three-mile run and a two-mile walk. Refreshments will be served at the finish line. Rain date is Wednesday, Aug. 2.

    The run is sponsored by the Argonne Running Club.

    Registration planned for

    interactive TV classes

    On-site registration for the Fall 1995 semester of the Illinois Institute of Technology's interactive instructional television network (IITV) will be held at Argonne-East Thursday, July 20, from 11:30 a.m. to 1 p.m. in Building 201, Room 172.

    IITV allows students to take classes via computer and modem.

    Bobbi Crowder, assistant director of client services, Thomas Wong, electrical and computer engineering department, and other representatives will be available to register and counsel prospective students. They also will introduce the new Master of Electrical and Computer Engineering degree which can be completed in nine months.

    Prospective students must request registration materials from the IITV office at (312) 567-5217 before the on-site visit.

    Fitness seminars offered

    The Argonne Preventive Health and Wellness Program will offer two fitness seminars this summer.

    Sports Nutrition will take place Thursday, July 20, from 12:30 to 1:30 p.m. in Argonne-East's Building 362 Auditorium. Ann Semenske will discuss "The Training Period -- Preparing Your Body" and "The Competition -- Maximizing Your Performance." Semenske is a nutritionist for Gatorade and the DePaul Athletic Department.

    A one-hour interactive seminar, featuring highlights from the Covert Bailey video seminar on "Smart Exercise" will take place Thursday, Aug. 3, from 12:30 p.m. to 1:30 p.m., also in the Building 362 Auditorium. It will be conducted by Kathy Freeman, an exercise physiologist and certified athletic trainer.

    Both seminars are open to all Argonne and DOE employees and spouses. There is no charge and no prior registration required.

    Newcomers Office to hold lunctime picnic

    The Newcomers Assistance Office will host a lunchtime picnic and swim for visiting scientists, their spouses, children and friends on Wednesday, July 19.

    The picnic will begin at noon at the shelter adjoining the Argonne Pool in the 600 area. Each family should bring a favorite summer dish to share with 10. Those unable to cook are encouraged to contribute bread and cheese. Picnic supplies and beverages will be provided.
