CASAS is developing a new instrument to give power to individuals in supported employment programs. Funded by Project POWER (Providing Options for the Workplace, Education and Rehabilitation), the Workplace and Employability Skills Summary allows observers to rate the level of assistance employees currently need, while simultaneously encouraging these employees to make strides toward independence. To use the Summary, observers must view employees at least three times over a six-month time period: 1) before or at initial job placement, 2) during job maintenance, and 3) once satisfactory or stable job performance is attained. During the observations, the employee's support person - paid staff, co-worker, friend, or care provider - continues to provide the level of assistance the employee needs. There are five levels of assistance observers could identify: 0 - cannot perform at this time even with full assistance 1 - full physical assistance with hands-on guidance 2 - direct verbal and/or gestural prompts 3 - indirect prompt to guide the individual, usually a question 4 - independent performance without any assistance The Summary lists specific workplace and employability skills that are needed for successful long-term job placement. These skills are divided into three sections: 1) Career Development, 2) Workplace Basics/Integration, and 3) Use of Natural Supports. An Observation Guide provides level descriptors that illustrate the five levels of assistance needed. An example of the Performance Record and Observation Guide for one of the skills is shown below. The Summary's observation and rating procedure is standardized and can be used for individual as well as program accountability.
