1. An arbiter for performing arbitration, comprising:
combination logic configured to logically combine a plurality of mutually exclusive vectors into a combination vector;
a plurality of vector arbiters, each configured to arbitrate on one of the mutually exclusive vectors to develop a mutually
exclusive vector result;
a combination arbiter configured to arbitrate on the combination vector to develop a combination vector result; and
a plurality of comparison elements, each configured to compare one of the mutually exclusive vector results with the combination
vector result.
