28 Apr 07 - Indiana Wing Commander

Col Carr, the Great Lakes Region Commander, had asked me to announce that I have been selected as the Indiana Wing Commander and moving from interim status effective 28 May 2007. I will be meeting with Col Carr and Maj Gen Pineda in June at the National Cadet Competition to confirm my nomination for promotion to CAP colonel.

I am excited about this opportunity to continue leading the Wing in a more permanent role. We have some significant challenges facing us in the next few months including an upcoming SAR Eval, completing responses to our last Compliance Inspection, transitioning to the Wing Banking Solution and laying in a training schedule for a rapidly growing Wing are opportunities coming up in the near future where we will have the chance to excel.

To help us meet these challenges, I have appointed Major Richard Griffith as Vice Commander effective immediately and asked Major Tim Turner to extend his original appointment to continue as the Chief of Staff. I thank Lt Col Williamson for his service during the last four months of transition and wish him well as he steps back to the squadron level.

As we go forward, I have asked Major Griffith to take responsibility for working with the Group Commanders to continue to develop our group concept and mentor commanders at the group and squadron echelons. Major Turner will continue to provide direction and mentorship for those assigned to the Wing Staff.

As I said in my original message in January, please remember that Safety is critical to our success as an organization, Accountability is our obligation to the country, and Respect is a crucial core value in how we operate. I look forward to leading our Wing in this exciting time of growth and development and look forward to meeting as many of you as I can at our SAR exercises, cadet activities and squadron meetings.

28 Dec 06 - Command Chief MSgt & NCO Corps

As some of you know Maj Gen Pineda is working with the National Board to create a CAP NCO Corps.

CAP had senior member NCO's until the 1970s when NHQ made all senior members officers. In recent years members have started asking NHQ about a return for the NCO Corps. In Iowa Wing they tested an NCO program which has worked very well and could maybe serve as a national model.

In preparation for a new NCO Corp Maj Gen Pineda appointed CMSGT Robert D. Chiafos, CAP as the first ever Civil Air Patrol Command Chief Master. This national position will be the senior CAP NCO. Maj Gen Pineda also encouraged Wing and Region Commanders to do the same.

I am a supporter of a new CAP NCO Corps and am pleased to see Maj Gen Pineda start moving us towards this. I am therefore going to appoint an Indiana Wing Command Chief MSgt to serve as my Senior NCO advisor and to advise me on issues relating to the new NCO Corps as they come before the National Board. At first this position will be an advisor to me on the new NCO Corps....however as CAP builds the NCO Corps this position will also take the lead in the training and representation of INWG's Senior Member NCOs.

I encourage squadrons and groups within Indiana Wing who have senior member NCO's to appoint squadron or group 1st Sgt to work with the new Indiana Wing Command Chief MSgt.

Effective today (28 Dec 2006) CMSgt Robert Brindle is the new Indiana Wing Command Chief MSgt (INCCM). Like the Vice Commander and Chief of Staff he will report directly to me as Wing Commander. Please join me in welcoming CMSgt Brindle to the INWG Command Staff.

9 Dec 06 - CAP 65th Anniversary

On December 9th, the Anderson Composite Squadron celebrated the 65th Anniversary of Civil Air Patrol. This event also remembered the bombing of Pearl Harbor and honored our military veterans.

8 Dec 06 - 2007 National Cadet Special Activities Review Board Scoring

The 2007 National Cadet Special Activities Review Board will be conducted on Jan 27th, 2007 starting at 0800hrs. It will be conducted until 1200hrs. After that time if the name of the cadet is not on the sign up listing by 1200hrs, The board will not meet the cadet, and they will be have a penalty unless previous arrangements have been made on STRICT LIMITED BASIS. If time runs long and the cadet's name is on the listing by 1200hrs, then the board will meet with that applicant.

It is very important that the cadet that wishes to go to a NCSA of their choice be at this review board.

A few things to remember for the board:

1) Click on the link at the top for the basis of the review board, cadets that are not prepared will not be as successful as those that are prepared by reading the attachment.

2) Cadets will need to Apply on-line for NCSA's that are controlled by NHQ CAP by DEC 31, 2006 at www.capnhq.gov. This will be the expected listing for the NCSA Review Board. Others will be considered but will not be placed as high on the board, as that they did not apply on time. As for cadets who wish to attend NESA and Hawk Mt. You will still need to meet this board, but if you only plan to go to those activities, their application procedures are later and thus you may meet the board in April. But if you plan to go to one of those, as well as another NCSA, you will have to be present at this board to be scored along with the other cadets in the wing for going to the NHQ controlled NCSAs.

3) Earned Grade will NOT be a consideration for this board. Since NHQ does not factor this into the formula neither will INWG. It is based upon a overall performance review of each cadet. It is very important to do the very best that you can at this board, and represent yourself very well, as this is a COMPETITIVE Review Board, the higher you score, the higher chance you have in getting to go to the activity that you wish to go to. This is done so that there is a level playing field for all cadets from C/A to C/Col, as they could be both applying for the same slot.

4) If you are placed into a PT category other then full participation, you will be required to provide proof of doctors statement prior to JAN 25th to the INWG DCP of such a placement in a PT category. If proper documentation is provided, then the 100 points for PT Test will be awarded automatically. If not, then there will not be any points awarded. This is a fair practice for all cadets that are interested in attending a NCSA.

5) For Cadets that have a solid reason that can't attend the Review Board, you must notify the Director of Cadet Programs by JAN 1 2006. Items that will be considered valid for missing the boards are: A) Pre Planned School Function (will need proof), B) Sudden personal illness. All other reasons my be considered, at the discretion of the Director of Cadet Programs, but may not be granted. Again it is expected for cadets that wish to attend NCSA's to be at this board. Parties, and Fun trips are not valid reasons for missing this board.

6) The results will be posted on the INWG Yahoo Group by CAPID # on the 29th of JAN,2007, pending the approval of the Indiana Wing Commander. Results of the Board will become final with no appeal after the INCC approves the listings. The boards recommends to the Commander the results, and the INCC makes the final selection decision, but it will not be released until after their final approval is made.

7) Cadets and Officers must send in a printed off copy of the ON-LINE NCSA SYSTEM CAPF 31 that the registration system will allow you to produce when they register at www.capnhq.gov. Regular printed off CAPF 31's will not be considered, this means you CANNOT go to the Online forms section of the CAP website and just print off a CAPF 31, and they will be placed with the late applicants grouping that will certainly be near the bottom of the final results listing if at all.

8) Senior Members (Officers) will be required to fill out the on-line NCSA registration CAPF 31 as well if they desire to attend a NCSA. This includes NESA, and Hawk Mt. They will not have to attend the review board, but as with the cadets if you would like to attend more then just NESA or Hawk Mt. Your printed out applications will need to be received by DEC 31 2006, just as the cadets.

10) The top scoring cadet will be presented with the TOPGUN Award at the Indiana Wing Awards Presentation at the Great Lakes Region Conference, for being the top cadet to score of all cadet applicants for the NCSA Review Board.
