The Cedar Grove Redevelopment (property) is located off of Colman Street in New London, New London County, Connecticut. Local tax assessment information is unknown. The property consists of three separate parcels of land and is owned privately by three parties. The three parcels are occupied by two car dealerships, an auto body shop, a fast food restaurant, a billboard, a concrete pad, paved parking areas, wetlands, and a small undeveloped area owned by the City of New London. The property is surrounded by commercial properties to the north and east, and residential properties to the south.


During the 1950s, the property was undeveloped, and consisted primarily of wetlands. For an unknown number of years prior to 1966, the property was filled by unregulated dumping of landfill and demolition debris. A McDonald’s restaurant was built in 1966 on the southern portion of the property. At an unknown time prior to 1970, a small portion of the property was used as a baseball field owned by the City of New London. A car wash was built in the early 1970s. Both buildings were later demolished. The northern portion of the property remained undeveloped until approximately 1986, when the car dealership and auto body shop buildings were constructed. A Taco Bell restaurant was built in 1992 at the location of the former McDonald’s restaurant.

Previous investigations conducted at the property include an Oil and Hazardous Material Site Evaluation completed in 1986 by Haley & Aldrich (H&A); an on-site inspection performed by the Connecticut Department of Environmental Protection (CT DEP) in 1996; a Super Lien Site Assessment completed by Atlantic Environmental Services (Atlantic) in 1988; a Preliminary Assessment (PA) completed in 1989; and a Site Inspection (SI) completed in 1992. Inspections of the property in 1986 and 1992 revealed the presence of orange colored leachate seeps discharging to the wetlands on the property. An area used heavily for dumping and a pool of oil sludge were identified on the northern portion of the property before sections of this area were paved. Several piles of debris, rusted drums, stained soil, a dry well, and an underground storage tank have been identified on the property during previous investigations. Environmental samples were collected from the property between 1986 and 1992.

The estimated population served by public groundwater wells within 4-radial miles of the property is 749. The nearest public drinking water supply wells are located approximately 1.2 miles south of the property. The estimated population served by private groundwater wells within 4-radial miles of the property is 3,615. The nearest private drinking water supply well is located within 1-radial mile of the property (specific location unknown). Groundwater at the property occurs in overburden at a depth of approximately 5 to 13 feet (ft) below ground surface, and groundwater flow direction is unknown. The analytical results of groundwater samples collected from the property during the SI indicated the presence of eight volatile organic compounds (VOCs), several semivolatile organic compounds (SVOCs), cyanide, and several metals. Based on the available data, potential impacts to nearby groundwater drinking water supply sources are unknown.

Stormwater runoff from the property is expected to flow into wetlands located on the western portion of the property. The wetlands drain towards the Colman Street stormwater drainage system. Surface water bodies along the 15-mile downstream surface water pathway include Thames River, Long Island Sound, and coastal areas of Connecticut and Rhode Island. There are no drinking water intakes located along the downstream pathway. On-site wetlands, coastal wetlands, a Clean Water Act-protected water body, and several State parks occur along the downstream pathway. The analytical results of surface water samples collected from the property in 1986 by H&A indicated the presence of several VOCs. Analytical results of sediment samples collected from the property indicated the presence of three VOCs, several SVOCs, pesticides, Aroclor-1254, and numerous metals. Based on analytical results, sensitive environments appear to have been impacted.

Approximately 95 employees work on the property. An estimated 11,921 people reside within 1-radial mile of the property. The nearest residence is located within 200 ft of the property. The nearest school is located approximately 100 ft east of the property. There are no terrestrial sensitive environments located on the property. Access to the property is unrestricted. The analytical results of soil samples collected from the property in 1986 by Atlantic indicated the presence of hydrocarbons. Based on the site observations and conditions, proximity to nearby residences, and lack of access restrictions, impacts to nearby residential populations are unknown.

An estimated 59,947 people, several State endangered, threatened, or special concern species habitats, and an unknown acreage of wetlands occur within 4-radial miles of the property. No laboratory qualitative air samples are known to have been collected from the property. Based on the available data, no impacts to nearby residential populations or sensitive environments are known or suspected.

The property is currently awaiting further evaluation under federal regulations. The last known action at the property was the SI completed in 1992.
