FY 1998 Performance Plans Date: Fri, 13 Feb 1998 10:04:51 -0500 To: "USGS Employees" From: Janis Nash Subject: FY 1998 Performance Plans Memorandum To: All Employees From: Personnel Officer Subject: FY 1998 Performance Plans Two important events have taken place that affect the development of FY 1998 performance plans in the U.S. Geological Survey (USGS): the Department of the Interior (DOI) has revised the Performance Plan and Results Form (DI-2002), and the DOI and USGS Diversity Plans have mandated the inclusion of a diversity critical result in the performance plans of all supervisors and managers. This email provides information concerning the revised form and the mandatory diversity critical result. Revised Performance Plan and Results Form The Performance Plan and Results Form has been revised to clarify the meaning of performance indicators and to explain how they are used in the performance appraisal process. The Department has advised us that the revised form (dated December 1997) must be used for FY 1998. The Department has also advised us that any FY 1998 performance plans that have been prepared on the earlier version of the form are not valid and must be transferred to the new form and signed. Supervisors should work with employees to develop FY 1998 performance plans on the revised Performance Plan and Results Form. FY 1998 performance plans should be developed as soon as possible but no later than April 15, 1998. The revised form is available on the Human Resources Home Page on the Internet at: http://www.usgs.gov:8888/ops/hro/perf/ Please follow the instructions to download the form in WordPerfect 6/7/8 format or in Acrobat Reader's .PDF format. For Water Resources Division (WRD) employees, the Framemaker 4 template for Form DI-2002 has been revised. An email has been sent to WRD administrative officers and systems administrators explaining how to retrieve the template. Action is being taken to have the revised form incorporated in other forms packages. The Department has advised us that even though the revised appraisal form was not available until after the start of the FY 1998 appraisal period, the FY 1998 appraisal period will still end on September 30, 1998, and FY 1998 appraisals must be prepared as of that date. Because the appraisal period will be shorter than usual, supervisors will be required to conduct only one progress review between the time performance plans are developed and the end of the appraisal period. Supervisors should have continuing communication with employees about performance, and supervisors who wish to conduct more than one progress review are encouraged to do so. Mandatory Diversity Critical Result for Managers and Supervisors In recognition of the fact that a diverse workforce brings a richness of knowledge and experience that enhances our ability to accomplish our scientific mission, the USGS has prepared a bureau Strategic Plan for Improving Diversity in the USGS. Essential to achieving a diverse workforce is the active involvement of managers and supervisors at all levels in carrying out activities in the Diversity Plan. For this reason, the Plan requires that a separate critical result addressing diversity be included in the annual performance plans for all USGS supervisors and managers. Therefore, the following critical result must be included in the performance plans for all supervisors and managers: Shows demonstrated commitment to DOI/USGS Diversity Plan by enhancing the gender, ethnic, racial, and disability composition of the organization's workforce. Leadership and direction will emphasize targeted recruitment efforts for the Bureau's underrepresented job categories at all grade levels, as well as training, development, recognition, and outreach programs.
