A local response HIV/AIDS advocacy in action: A model for uncovering the advocacy potential of development organisations around HIV/AIDS issues.

Issues: As greater emphasis within South Africa is being placed on a multi-sectoral approach to the management of the HIV/AIDS epidemic. In order to support the development of this partnership an innovative capacity building programme was required that would begin to explore with key roleplayers how HIV/AIDS impacted on their particular area of work, and how they might rise to the challenge. Description: This paper will describe the core elements of a three-phase training process that was conducted over a period of 18 months across the nine provinces of South Africa. The objectives, content and methodology of each of the three phases of the capacity building programme will be outlined. The final outcome - namely, the provision of seed funding to selected organisations across the country to develop an HIV/AIDS project within the framework of their existing work - will be explored in greater detail. The extent to which the programme achieved its intended (and unanticipated) outcomes will be assessed. An overview of the participants (representatives from 66 different organisations) will also be provided - along with an account of their own reflections and evaluation of the entire process. Conclusions: The development of strong partnerships is facilitated by the provision of on-going support and encouragement. The development of a creative training process and the provision of financial resources to initiate a community based HIV/AIDS project can be considered as one of the routes through which development agencies can be encouraged to take up the challenge of HIV/AIDS.
