Abstract This article discusses the development of Toll Service Providers (TSPs), as electronic toll collection and road user charging expand and evolve. There are four main models of operation: electronic toll collection (ETC) for both passenger and freight vehicles, open road tolling (ORT) or electronic free flow systems, national Heavy Goods Vehicle (HGV) tolling for distance-based charges, and urban congestion charging schemes. The article outlines potential stakeholders and national-level organizations that will interact with TSPs. Main trends in key sectors are discussed, as well as developments in HGV, urban congestion charging and the ORT markets. Criteria for establishing and providing a TSP company are described, and categories of customers are explained. Figures illustrate the interactions between service providers and other participants in the system.
