Resolution 203-04 approves the agreement signed on 13 September 2002 between the Dominican Republic and the United States of America regarding the release of individuals to the International Criminal Court, based on the Statutes of Rome of the International Criminal Court, signed on 17 July 1998 in Rome. The main goal in this agreement is that both parties agree not to hand over to, nor transport to the International Criminal Court (or to a third country so the individual is transported to said Court) individuals such as public employees, military personnel, employees or nationals of either nation who are -at the moment- within territory of either party under any reason at all. The fundamental reason for this agreement is that when the government of the United States of America and that of the Dominican Republic extradite, hand over, or transport a person from any one of these countries, it is not done without the consent of the country where that person is a national.
