The objective of this handbook is to provide reference sources for identifying and acquiring foreign and domestic highway transportation information. The handbook identifies the following reference sources: North American highway transportation libraries and information centers; commercial online vendors; databases with highway transportation information coverage; document delivery vendors covering international material; international document delivery vendors; international highway and transportation associations and professional societies; foreign highway and transportation research centers; and foreign highway agencies.

This handbook was developed out of a project that investigated ways to improve the foreign information services available to the United States highway transportation community.

INTRODUCTION

In the fields of highway and transportation engineering and research, the ability to identify and acquire information and technical material and documents (e.g., journal articles, research reports, conference proceedings, standards, regulations, rules) on the domestic and especially the international side requires thorough knowledge of the reference sources and contacts available through transportation libraries, information centers, research and educational institutes, professional associations and societies, government agencies and institutions, private and non-profit organizations and consultants, engineering and construction firms, and public and private information databases.

In a recent American Association of State Highway and Transportation Officials (AASHTO) discussion paper on information management for research and development, the authors stated that transportation information available to the research and development community is fragmented, dispersed, and difficult to acquire. Because there is no unified information system bringing together all the sources of research information, it is very difficult for the highway transportation researchers to keep track of existing and ongoing research efforts. Many researchers and engineers are unaware of the libraries, networks, organizations, and document suppliers where information can be identified and acquired.

A recent survey of FHWA and professional engineering and transportation organization representatives found that there is a general lack of awareness on certain reference sources (especially online databases) and document suppliers, by the US highway transportation community.

With these facts in mind, it became apparent for the need of a reference handbook to provide guidance for highway engineers and researchers on sources for identifying and acquiring information. The reference handbook will not replace the need to use libraries and information specialists who are employed by institutions and transportation libraries, who are knowledgeable in determining the appropriate subject databases, serials, directories, professional organizations, regulations and standards or patent offices, and other primary and secondary sources to help highway engineers or researchers in meeting their information needs.

This handbook provides reference sources for the following:

NORTH AMERICAN HIGHWAY TRANSPORTATION LIBRARIES

AND INFORMATION CENTERS

LIBRARY AND INFORMATION CENTERS

The prime sources available that should be used by the highway transportation community in identifying and obtaining domestic and foreign material are academic, government, and other libraries and information centers that specialize in the field. An excellent source of information about transportation libraries and information centers is the Directory of Transportation Libraries and Information Centers in North America, 6th edition, June 1993 (Renee E. McHenry and Catherine Cortelyou). More than 120 transportation libraries and information centers are described in the directory, which covers name, address, telephone and electronic mail numbers, collection size and description, subject strengths, special collections, hours of operation, interlibrary loan policy and fees, other fees, database systems, staff, and library publications. The directory includes the libraries and information centers that have specialized collections on the topic of roads, highways, traffic engineering, and safety.

In addition, there are more than 200 transportation libraries and information centers in the United States and Canada; and more than 20 of these libraries and information centers specialize in highway, traffic engineering, and safety.

There are three transportation libraries that have a large collection of foreign documents in highway transportation. They are the University of Michigan, Northwestern University, and University of California (Berkeley).

COMMERCIAL ONLINE DATABASE VENDORS

One of the most important tools available to highway transportation information users is computerized, online information/literature databases. Online information and literature searching and online acquisition are relatively straightforward, and most individuals can easily conduct searches. Once a password (account) is obtained (and training has been given to understand the search commands and searching process), conducting a search can begin. The user should select appropriate subject databases and formulate a search strategy before beginning the search. many highway transportation information users let an information professional conduct the search for them. However, most often, the user will give the information professional is very familiar with the online database systems, the person can easily conduct the search in a more efficient and cost-effective manner than the engineer or scientist can. Commercial vendors who provide access to databases, which have domestic and foreign scientific and technical material related to highway and transportation topics include BRS, CISTI, DATA-STAR, DIALOG, ESA/IRS, ORBIT, and STN. Plate 2 provides the name, address, and telephone numbers of these vendors.

The vendor ESA-IRS provides a very good source for accessing foreign highway transportation information. The following databases (in ESA-IRS) contain relevant information: IRRD (Organization for Economic Cooperation and Development; France), TRANSDOC (European Conference of Ministers of transport, France); PASCAL (Institute for Scientific and Technical Information, France); and, ACCOMPLINE/URBALALINE (London Research Center, England). In addition, the vendor STN International provides access in the United States to JICST-E, a database produced by the Japanese Information Center for Science and Technology. Database covers science subjects, including civil engineering topics.

HIGHWAY TRANSPORTATION SPECIFIC ONLINE

AND CD-ROM DATABASES

Highway transportation engineers and researchers can use several databases when conducting information and literature search on specific highway transportation topics. The most commonly used databases include TRIS (Transportation Research Board); NTIS (U.S. Department of Commerce); COMPENDEX (Engineering information, Inc.); PSYCHINFO (American Psychological Association); ERIC (U.S. Department of Education); Thomas Register Online (Thomas Publishing Company); Standards and Specifications (National Standards Association); IHS International Standards and Specifications (Information handling Services); Newsearch (Information Access Company); and, Trade and Industry (Information Access Company). Other subject databases are also commonly used to provide information on standards and patents, dissertations, news and other current event topics, product and company information. Many of these databases purportedly have international coverage. Plate 3 describes the most common databases (online and CD-ROM) used by highway engineers, researchers, and consultants. Other transportation databases are also included.

TRB is attempting to add on-going state-funded research to its TRIS database through the AASHTO RAC Research in Progress files, AASHTO VAN is providing online connections between states to provide direct access to TRIS. Connection to TRIS is still under development.

DOCUMENT DELIVERY VENDORS THAT SUPPLY
FOREIGN AND DOMESTIC DOCUMENTS

Transportation library and information professionals use many sources for acquiring foreign and domestic documents. They conduct direct correspondence with other libraries and information centers through interlibrary loan departments, as well as group access center sharing networks. They also correspond directly with government agencies, publishers, and private organizations to acquire documents. In addition, they correspond with document delivery vendors who supply foreign documents. Direct correspondence or access through online databases can be used to acquire material from document delivery vendors. Plate 4 provides a list of foreign document vendors. Name, addresses, telephone numbers, and online access vendors are provided.

For the online database vendor ESA-IRS, the document delivery vendors that can be accessed online and that are used for highway transportation databases include British Library Document Supply Centre, INIST Diffusion, Delft University of technology Library, university of Hanover, and Dynamic Information Corporation. Plate 4 identified these vendors.

In STN International, articles and documents identified in JICST-E )provider of civil engineering topics from Japan, in English) can also be ordered online.

Database vendors provide online access to ordering full text or hard copy documents. Document delivery time varies depending on type of document, publication date, and availability. Most documents will be delivered within 1 to 3 weeks. However, many documents, especially foreign ones, can take longer. In DIALOG, document delivery vendors are identified in the "Yellowsheets." A review of the vendors' description sheets revealed that there more than 25 vendors claim that they can provide scientific and technical documents on all topics directly online or through telephone contact. Several of these vendors state that they can acquire documents from anywhere in the world. Others are more specific on particular types of documents and country. Plate 5 provides a summary of the vendors that provide foreign and domestic document acquisition service.

Internet is a worldwide computer network of networks. It includes governmental, educational, and commercial users and vendors. Internet allows access to worldwide information sources, including libraries, universities, governments, private corporations, and user groups. Internet services include e-mail, newsfeeds, Telnet, and File transfer protocol. E-mail allows users access to highly varied sources, including PC users on MCI Mail and CompuServe. A Telnet connection allows a user to log into a remotely located computer where the user has an account.

ITI-L serves as a discussion list for the research associations of the Infrastructure Technology Institute at Northwestern University in Evanston, Illinois. It is a forum for the discussion and exchange of information regarding infrastructure issues from both within and outside the University community. The Institute was established at Northwestern in 1991 with funds resulting from Intermodal Surface transportation Efficiency Act of 1991 (ISTEA) legislation. The Institute's purpose is to develop a research program to combat the nation's crumbling infrastructure problem using the resources of the University, namely the Department's of Civil, Electrical, Industrial, Mechanical Engineering and Materials Science; the Basic industrial Research Laboratory (BIRL); the Center for Quality Engineering and Failure Prevention (CQEFP); the Center for Non-Destructive testing; the NSF Center for Advanced Cement-Based materials (ACBM); and other departments and centers on campus. Currently-funded projects include fiber-reinforced soil cement or recycled aggregate for pavement base course, automated pavement repair vehicle (APRV), improved bridge condition monitoring, surface-tolerant bridge coatings, weldable high performance steels, stray current corrosion of electrified rail systems, and non-destructive evaluation (NDE) for concrete bridge decks. 1. encourage development and experimentation with models and prototypes that enhance access to engineering information and data;,

2. encourage course work in undergraduate engineering education to assure that new engineers are skilled in the use of emerging electronic information support systems;

3. pursue engineering professional information needs assessments;

4. keep abreast of other developments or pilot experiments to improve access to STI in general; and

5. maintain an active network of resources and people concerned with development of a distributed national engineering information service.

The NEII Forum is a joint project of the Association of Research Libraries and the Library of Congress. The Forum unix-listserv platform is being provided by the ARL-EDUCOM-CAUSE Coalition for Networked Information. All questions regarding subscribing to the forum, difficulties with mail or requests for technical assistance should be sent to the ARL/Coalition Systems Coordinator, Craig A. Summerhill (craig.@cni.org). The NEII Forum Moderator is Bill Ellis, Associate Librarian for Science and technology, Library of Congress <well@seq1.loc.gov>. Bill has agreed to take responsibility for regular monitoring of the communications in the Forum. he will be assisted by Virginia Sorkin, Information technology Services, Library of Congress. Bill and other volunteers from the conference will take active roles in facilitating and encouraging use of the Forum for the goal and purposes as outlined above.6
