International Simple Resale (ISR)

The International Bureau has approved the provision of switched services over private lines, interconnected to the public switched network, between the United States and various countries (listed below). The practice of routing switched traffic over international private lines has been referred to as "International Simple Resale (ISR)." 
All carriers that have global facilities-based or resale authority under Section 63.18(e)(1) or 63.18(e)(2), and all carriers authorized by the FCC to provide ISR between the United States and any ISR-approved country, may provide ISR to all the ISR-approved countries listed below, except in the following circumstance: if the carrier has an affiliation with a foreign carrier in an approved country, and the Commission has not determined that the foreign carrier lacks market power, the carrier must seek specific Section 214 authority to engage in ISR between the United States and that country. The Commission orders referenced below, in conjunction with the FCC's new Foreign Participation rules adopted last November, will permit U.S. and foreign carriers to route traffic between the United States and the referenced countries outside the traditional settlements system, enabling carriers to offer international service at lower rates. 

As a result of the authorization of ISR, U.S. carriers can now send 46% of all U.S. international traffic outside of the traditional settlements system, thereby benefiting consumers by reducing prices, encouraging greater service options, stimulating demand and spurring technological innovation.
