This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement, FA4861-08-Q-B008, is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. NAICS Code for this solicitation is 611519. Size standard for a small business under this NAICS code is $6.5M. This solicitation is a 100% Small business Set-Aside. This is a commercial request for the following service: Military Force Protection Training for High Risk Zones specifically [Tactical Driving, Tactical Shooting and Defensive Tactics]. The training shall include at a minimum: tactical driving; dead man takeover exercises; team/team member recovery under attack; tactical shooting; escaping from captivity; defensive tactics. The quantity is 10 people. Contractor shall provide all labor, material, transportation, supplies, guns, ammunition, vehicles, and all else necessary to provide the training. All equipment, vehicles, munitions, the trainer's expenses shall be inclusive in the submitted quote. ALL TRAINING SHALL OCCURE WITHIN 25 MILES OF NELLIS AFB NEVADA. NELLIS AFB BASE FACILITES ARE NOT AVAILABLE AND SHALL NOT BE UTILIZED FOR THIS TRAINING. Pricing shall include the cost for delivery FOB destination to Nellis AFB Nevada 89191. The class shall be conducted between 15 Sep 2008 and 10 October 2008. Descriptive literature/overview shall be submitted with the quote. Quotes shall be in the following format: price for each person (10 each), price for the combined persons, all costs shall be included in the unit and extended price. Award Basis: Best Value. The following factors shall be used to evaluate the offer: training structure and topics as provided in literature, price, meeting the training dates, and radius criteria to Nellis AFB Nevada.
