 Estimates of Population Characteristics for Small Areas



METHODOLOGY FOR COUNTY ESTIMATES BY AGE: 1990-1995 (July 1)

 The age-sex-race estimates for counties are based on the 1990 census
 counts, as modified by the Census Bureau in its MARS file.  The estimates
 provide data for the White, Black, Indian, and Asian populations, by sex,
 for each single year of age from 0 to 85+.  The race modification carried
 out by the Census Bureau in the MARS file assigned those persons who did
 not indicate a specific race on their form (approximately 9.8 million) to
 White, Black, Indian, or Asian.  Most of these persons were of Hispanic
 origin, and were assigned chiefly to the White population.  The Bureau 
 also modified the age distributions, most notably for children under 5
 years of age.

 Procedures

 1. In order to obtain estimates of migration by race for each county
    for the period 1980-1990, the 1980 census figures were brought forward
    to 1990 with data on births, deaths, and a first estimate of migration
    (internal and international).  By controlling these estimates to actual
    1990 census totals, migration estimates by race for the decade consistent
    with both the 1980 and 1990 censuses were obtained.

 2. Projections of births and deaths by race for 1990-1995 were prepared.
    The estimates were controlled to agree with the Census Bureau's national
    projections, middle series, in Current Population Reports, Series P-25,
    No. 1092.

 3. Population projections by race to 1995 were prepared using the 1980-90
    migration rates.  The race data were then controlled to be consistent with
    the Bureau's 1995 estimates of the total population of each county, and
    with their 1995 national estimates by age, sex, and race released in 
    March 1996.

 4. The age and sex distribution in 1995 for each county was obtained
    using Demo-Detail's Alternative procedure as described in a professional
    paper "A Preliminary Comparison of Demo-Detail's County Estimates by 
    Age and Sex with the 1990 Census", presented at the annual meeting of 
    the Southern Demographic Association, October 1991, available on request.
    The 1995 estimates were adjusted in all detail to be consistent with 
    the Bureau's 1995 national estimates by age, sex and race mentioned in
    paragraph 3.

 5. The 1990 through 1994 age-sex-race estimates for each county were
    obtained by interpolation from the data for 1990 and 1995, controlled
    to agree with the Bureau's county estimates of total population and
    with their national estimates by age, sex and race.

 6. An important new feature is an adjustment for change in military
    and prison populations.  Administrative data for military bases were
    available through September 30, 1994, revealing major changes among
    the 183 counties where this group was significant.  The estimates
    were adjusted accordingly.  A similar adjustment was made for change
    in prison populations through 1993 for 349 counties, many with large
    new prisons.
