Resolution 697 issued by the National Housing Fund (NHF) on 9 August 2006 amends Resolution 662 of 4 July 2006, that established the date for the opening and closing of the call for application to the social interest family subsidy through the Territorial Effort Contest granted by the NHF. Accord 00016 issued by the National Learning Service (NLS) on 11 December 2003 regulates aspects of the recognition of authorization of complete and methodical integral professional training programs. It provides that the NLS shall recognize courses and training programs put together by specialized teaching institutions and shall authorize companies to teach such courses in accordance to Law 789 of 2002. It lists the benefits generated by the recognition of the programs, and establishes the criteria and procedure for their recognition. Furthermore, it concerns the evaluation of the quality of training programs and the cancellation of the recognition. It repeals articles 10 to 19 of Accord 0007 of 2000. (16 provisions pp. 53-54)

Decree 2725 issued by the Ministry of Culture on 11 August 2006 creates the Honor Commission for the IV International Spanish Language Congress, of the XIII Congress of the Spanish Language Academies Association, and the Meeting for the Final Signing of the Agreement, for a Unified Hispanic System for the Certification of Spanish as a Foreign Language, and issues other provisions. It sets forth the composition of the Commission, and creates other administrative organisms in charge of administering the aforementioned events. (11 provisions; pp. 51-52)

Resolution 003600 issued by the Ministry of Transportation on 10 August 2006 adopts the Quality Management System (QMS), in accordance with Law 872 of 2003 and based on the Quality Technical Norm of Public Management NTCGP 1000:2004. It includes the quality policies and objectives of the QMS, in what concerns human, material, legal, and other resources. It deals with the forms to be used in the implementation of the QMS. Decree 2753 issued by the Ministry of Transportation on 14 August 2006 amends the permanent staff of the Colombian Railways Company, Ferrovias, in Liquidation. It eliminates several positions at the Company and creates another position. (4 provisions; pp. 48-49)

Decree 2735 issued by the Ministry of Commerce, Industry and Tourism on 14 August 2006 amends the Customs Classifier, lowering the customs tariffs for the product “o-xileno” up to a zero percent also establishing a quota for said product. The measure is valid until 23 December 2006. It amends Decree 4341 of 2004. (4 provisions; p. 48)

Law 1086 of 11 August 2006 allows the performance of pro bono legal work to the service of consumer leagues and associations. It refers to the requirement of performance of pro bono legal work for law students as a requirement for graduation, with the purpose of providing legal representation to consumers. It lies out the requirement for consumers’ association to receive these benefits. (5 provisions; p. 42)

Decree 1589 of 5 August 1998 regulates the National System for Culture (SNCu) and issues other provisions. The decree is composed of three (3) titles, which respectively cover: general matters concerning the National System for Culture (SNCu); Agencies under the SNCu; matters concerning the SNCu’s management subsystem. Decree 1610 of 6 August 1998 creates the Permanent Committee for Coordination between the Ministry of Transportation and the General Maritime Directorate for National Defense. The decree provides for the creation, operations, and organization of the said committee. The present decree shall enter into effect upon its publication. Law 473 of 6 August 1998 provides for honoring the memory and the political and governmental works of Ex-President Misael Pastrana Borrero.
