Sources of Information Previously Published in the AEOD Annual Report

INTENT

To inform addressees that, with the dissolution of the Office for the Analysis and Evaluation of Operational Data (AEOD), the U.S. Nuclear Regulatory Commission (NRC) will no longer publish the AEOD annual report, and that certain information published in the AEOD annual report may still be obtained from other sources. No specific action or written response to this regulatory issue summary is required.

BACKGROUND INFORMATION

AEOD has published reports of its activities from 1984 to 1998. Beginning in 1986, the annual reports were published as NUREG-1272. This report was eventually published in three parts, providing (1) an overview of operating experience in the nuclear power industry, (2) the uses of licensed material in applications other than power reactors, and (3) the Technical Training Center activities in support of the mission of the NRC.

The AEOD annual report has been a convenient way to inform the public about the programs and activities of the office. It was also a convenient way to report on the status of staff actions stemming from the NRC Incident Investigation Program. Most of the information in the report has been collected from other publicly available NRC documents.

In December 1998, the Commission approved a plan to streamline and consolidate the functions and responsibilities of AEOD. Therefore, in March 1999, AEOD was abolished, and its functions and responsibilities were aligned with the following offices: Human Resources (HR), Nuclear Material Safety and Safeguards (NMSS), Nuclear Reactor Regulation (NRR), Nuclear Regulatory Research (RES), and Incident Response Operations (IRO). In this regard, HR is responsible for managing the technical training functions of the agency, NMSS is responsible for maintaining the Nuclear Material Events Database, NRR is responsible for the Incident Reporting System, RES is responsible for managing the independent operating experience assessment functions of the agency, and IRO is responsible for managing the Incident Investigation Program and the Incident Response Program.

With the dissolution of AEOD, NRC staff assessed the need to continue to disseminate the information contained in NUREG-1272 through a similar annual report. The decision was made to no longer publish an annual report because the information of primary interest is publicly available elsewhere, such as the reports on the Accident Sequence Precursor Program and the Performance Indicator Program. Also, abolishing the annual report will save staff resources by eliminating duplication of effort.

ISSUE SUMMARY

The NRC will no longer issue annual reports similar to NUREG-1272 because the information of primary interest is publicly available elsewhere. In this regard, Attachment 1 to this regulatory issue summary identifies where information on reactors that appeared in the last AEOD annual report (NUREG-1272, Viol. 11, No. 1) may continue to be found.

Information on nuclear materials in the AEOD annual report (NUREG-1272, Vol. 11, No. 2) was primarily obtained from the Nuclear Materials Events Database (NMED) and the Abnormal Occurrence Report. (It is noted that the Abnormal Occurrence Report, as well as reports on the Incident Response Program and the Radiation Exposure Information Reporting System, address both reactor- and nuclear materials-related matters.) Information pertaining to general nuclear materials issues may be found on the NRC Web site<www.nrc.gov>. Information on abnormal occurrences is available in the NUREG-0090 series. Daily event reports and preliminary notifications of events are available under the "News and Information" section of the NRC Web site. Furthermore, highlights of NMSS activities can be found in the NMSS newsletter, NUREG/BR-0117, which is also available on the NRC Web site. NMSS is actively working on making NMED and a quarterly summary of events derived from NMED available to the public.

The AEOD Annual Report (NUREG-1272, Vol. 11, No. 3) also covered the activities of the Technical Training Center (TTC). The TTC is now under the jurisdiction of the Office of Human Resources. There are currently no plans to document the activities of the TTC on the NRC Web site.
