FINAL RULES RCRA "Project XL Site-Specific Rulemaking for Buncombe County Landfill, Alexander, Buncombe County, North Carolina" April 16, 2001 (66 FR 19403) EPA proposed to implement a project under the Project XL program for the Buncombe County Solid Waste Management Facility, Alexander, Buncombe County, North Carolina. The principal objective of this XL project is to demonstrate that municipal solid waste landfill (MSWLF) leachate can safely be recirculated over a liner that differs from the liner prescribed in EPA MSWLF regulations. This project will allow Buncombe County to use certain bioreactor techniques at its MSWLF, specifically, the recirculation of landfill leachate, with the possible addition of water, to accelerate the biodegradation of landfill waste, to decrease the time it takes for the waste to reach stabilization in the landfill, and to promote recovery of landfill gas. This current expiration date for this ICR is September 30, 2001. "Agency Information Collection Activities: Continuing Collection; Comment Request; Identification, Listing and Rulemaking Petitions Information Collection Request" April 3, 2001 (66 FR 17702) EPA announced that it is planning to submit the continuing ICR entitled, "Identification, Listing and Rulemaking Petitions," ICR Number 1189.09, OMB Control Number 2050-0053, to the OMB for review and approval. The current expiration date for this ICR is September 30, 2001. "Agency Information Collection Activities OMB Responses" April 10, 2001 (66 FR 18629) This document announced that OMB filed a comment for EPA ICR No. 2006.01, "Hazardous Waste Listing for Paint Production Wastes." The comment was filed on March 12, 2001 under the comment number 2050-0177. Additionally, on February 19, 2001, OMB withdrew EPA ICR No. 2002.01, "Cross-Media Electronic Reporting and Record keeping (Proposed Rule)." This ICR was withdrawn from OMB review. "Notice of Data Availability for Additional Information Submitted by FMC/Astaris LLC Regarding the Case-By-Case Extension of the Land Disposal Restrictions (LDR) Effective Date for Hazardous Wastes Generated at Their Pocatello, Idaho Facility" April 24, 2001 (66 FR 20656) On March 16, 2001, EPA proposed to approve the FMC/Astaris LLC's request for a one-year renewal of their existing case-by-case extension of the RCRA land disposal restrictions (LDR) applicable to five hazardous wastes generated at their Pocatello, Idaho facility. FMC/Astaris' existing extension expires on May 26, 2001. This document announced that FMC/Astaris has submitted additional information to EPA that is relevant to their requested renewal of the current extension. This information covers the potential use of High Temperature Dust Filtration (HTDF) technology at their Pocatello facility, the management of the three hazardous waste streams not wholly eliminated by the HTDF system, and the effect of electric power shortages on facility production and the quantity of wastes generated there. CAA "National Advisory Committee for Acute Exposure Guideline Levels for Hazardous Substances; Notice of Public Meeting" April 25, 2001 (66 FR 20802) A meeting of the National Advisory Committee for Acute Exposure Guideline Levels for Hazardous Substances (NAC/AEGL Committee) will be held on June 11-13, 2001, in Washington, DC. At this meeting, the NAC/AEGL Committee will address the various aspects of the acute toxicity and the development of Acute Exposure Guideline Levels (AEGLs) for certain chemicals. This action may be of particular interest to anyone who may be affected if the AEGL values are adopted by government agencies for emergency planning, prevention, or response programs, such as EPA's Risk Management Program under the Clean Air Act Section 112(r). It is possible that other federal agencies besides EPA, as well as state agencies and private organizations, may adopt the AEGL values for their programs.
