The Department of Veterans Affairs Network 22 Logistics Office, intends to negotiate a commercial (FAR Part 12) sole source procurement with Instrumentation Laboratory under the authority 6.302-1. This proposed contract action is for a Rental of a GEM 4000 Blood Gas Analyzer System to be supplied at the Department Of Veterans Affairs, San Diego Healthcare Systems, 3350 La Jolla Village Drive., San Diego, CA 92161. Contractor shall provide all equipment, reagents/consumables, services and training to successfully satisfy the requirement.

The Equipment MUST meet the following specifications:



" .All analytical components (sensors, liquid reagents, tubing, samples, quality control solutions and waste container) are included in a single self-contained disposable cartridge.



" The single self-contained disposable cartridge is a completely closed system. The user can introduce no changes to the analytical system.



" Blood Gas analyzer automatically identifies analytical performance and potential failure patterns.



" Blood Gas analyzer automatically performs corrective actions.



" Blood Gas analyzer automatically documents failures and corrective actions taken with no human intervention.



" Quality control program is active, continuous, real-time quality process requiring no separate quality control vials, packs or modules.



" Blood Gas analyzer has the ability to produce all reports required by regulatory agencies without the need for separate data management software.



" Blood Gas analyzer provides complete maintenance-free operation.



" System has a five-year warranty.



" System does not require use of external gas tanks.



" Blood Gas analyzer has an active parallel port for a printer attachment.



" System has the ability to show and print patient trends of results.



" System has on-board patient result search engine capable of recalling test results based on operator ID, patient ID, time/date and patient name for up to one year.



" System has room temperature storage of all cartridges.



" System has security operation levels to restrict operation of instrument. System is POC1A Compliant.



" System has quick and accurate measurement of whole blood pH, pCO2, pO2, Sodium, Potassium, Ionized Calcium, Chloride, Hematocrit, Glucose, Lactate, Total Hemoglobin, Carboxyhemoglobin, Reduced Hemoglobin, Methemoglobin, Oxyhemoglobin, and Oxygen Saturation.



" System has results for derived analytes: Base Excess, HCO3, total CO2, 02Sat, and Ionized Calcium standardized to pH 7.4.



" System has integration of user-entered analytes: actual patient temperature, FiO2, Glucose, Lactate, tHB, sO2, OxHb, COHb, MetHb, and RHb.



System has the on board software to:

" Monitor like analyzers at any location within the same hospital or hospital system from any computer terminal networked within the hospital.

" Access patient samples and quality control information from like analyzers at any location in the same hospital or hospital system from any computer terminal networked within the hospital.

" Email cartridge technical data to the manufacturer from any computer terminal networked within the hospital or hospital system.

" Disable the analyzer, disable test analytes, add or delete operator ID's, run a 2- point calibration from any computer terminal networked within the hospital or hospital system.

" Provide on-board training videos for system operation.

" Send messages to any analyzer that can be viewed by an authorized operator from any computer terminal networked within the hospital or hospital system.



" Blood Gas analyzer has a bar code reader for cartridges, patient samples and quality controls.



" System has multiple test volume and menu configuration cartridges.



" Cartridge test menu includes glucose and lactate.



The Equipment must be compatible with GEM 4000 BG/Hct/Lytes/G/L/CO-Ox 300 test IQM and GEM OPL Cuvettes listed under GSA schedule GS-24F-1293C



The VA believes that Instrumentation Laboratory is the only company that can provide the services required. This notice of intent is not a request for competitive quotes. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer no later than December 17, 2008 at 12:00PM. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the above requirements for services. A determination by the Government not to compete this proposed contract based on responses to this notice is solely by the discretion of the Government.
