TIN/Call Sign/ASR Registration

The Universal Licensing System (ULS) enables you to electronically file applications with the Wireless Telecommunications Bureau via the Internet. Use the TIN/Call Sign/ASR Registration function to register your Taxpayer Identification Number, self-assigned password, and (if applicable) current call signs and ASR numbers with the Universal Licensing System. (ASR stands for Antenna Structure Registration.) You do not have to hold an FCC license to register with the ULS.
Note: Even if you already have FCC licenses, you must submit a one-time registration in order to use the Universal Licensing System for electronic filing.

To exit Help: Click on the Close (X) button, located at the top right corner of the window.
To file a first-time registration with the Universal Licensing System (ULS), follow the steps below. Click on the Reset button at any time to clear the registration form. Each data entry field is defined in TIN/Call Sign/ASR Registration Help.
1. | Start from the ULS Home screen.
This screen welcomes you to the Universal Licensing System. To register, click on the TIN/Call Sign/ASR Registration button.

2. | A screen will appear asking you if you would like to Register Now, Update Registration
Information, or Update Call Sign/ASR Information. Select Register Now and click on the Continue button.

3. | A screen will appear asking you to register as a business entity or an
individual. You can only select one option.
OR
Then click on the Continue button.

|
4. | The ULS Registration screen will appear. To enter data into a
field, click on the desired field or press the Tab key
to move to the next field on the registration form. Please refer to the TIN/Call Sign/ASR Registration Help screen help for definitions of
the data entry fields on this screen. First enter your 9-digit Taxpayer Identification Number (Social Security Number if you are an individual; Employer Identification Number if you are a business entity) into the Taxpayer Identification Number (TIN) field. Note: Omit punctuation (i.e., dashes) when entering your TIN. An SGIN (Sub-Group Identification Number) is required if you share the TIN with other sub-groups or departments of the entity defined by the TIN (e.g., a governmental entity or academic institution). Enter up to three digits in the SGIN (Sub-Group Identification Number) field. Enter zeroes (000) if you do not require an SGIN. Note: If you are registering as an individual, this field will not appear.

5. | Enter your name:

6. | Enter your address into the P.O. Box
and/or Street Address, City,
State, and Zip Code
fields.

7. | Enter your telephone number into the Telephone
field. Do not enter any punctuation (i.e., parentheses, dashes). The registration form will automatically insert the appropriate punctuation after you move to the next entry field.

8. | Enter your fax number into the Fax
field, including area code. This entry is optional.
|
|
9. | Enter your Internet e-mail address into the E-Mail
field. This entry is optional.
|
|
10. | If you are registering as a business entity, you must provide Contact Information. Please proceed to Step 11. If you are registering as an individual, you are not required to provide Contact Information. If you want to enter a contact other than yourself (e.g., attorney, engineer), please proceed to Step 11. If you do not want to enter a contact other than yourself, skip to Step 16.

11. | Enter the contact's business name into the Contact
Entity Name field (optional). Then enter the contact's name into the First Name, Middle Initial
(optional), Last Name, and Suffix
(optional) fields.

12. | If the contact's address is different than the licensee address entered
above, enter the contact's address into the P.O. Box
and/or Street Address, City,
State, and Zip Code
fields.

13. | Enter the contact's telephone number into the Telephone
field. Do not enter any punctuation (i.e., parentheses, dashes). The registration form will automatically insert the appropriate punctuation after you move to the next entry field.

14. | Enter the contact's fax number into the Fax
field, including area code. This entry is optional.
|

15. | Enter the contact's Internet e-mail address into the E-Mail field. This entry is optional.
|
|
16. | Enter a password of at least 5 characters
into the New Password field. This password will
be used in conjunction with the Taxpayer Identification Number
when accessing the Universal Licensing System. Basic guidelines for selecting your self-assigned password:
Note: Passwords are case sensitive. For example, if you specify "station" (lowercase) as your password, you must always enter "station" in lowercase during ULS login. "Station" or "STATION" will not be accepted.

17. | Re-enter your password in the Verify Password
field. This entry must be exactly the same as the password entered in the New Password field.
|

18. | Enter a word (of your choice) into the Corporate
Identifier field (if a business entity) or Personal
Identifier field (if an individual). Note: If you forget your password, contact the FCC Technical Support Group at 1-202-414-1250. The FCC staff will ask for your Corporate/Personal Identifier to verify your identity before resetting your password.

19. | At this point, take the time to verify that all registration information
has been entered correctly. Make any modifications, if necessary. Click on the Submit button.

20. | A screen will appear asking you to register your call signs and/or ASR
numbers with the ULS. What you do next depends on whether you want to enter call
signs or ASR numbers:

21. | Clicking the Enter Call Signs or Enter ASR button produces a screen that provides 100 fields
for entering call signs or ASR numbers. Type each of your call signs or ASR numbers in one of the fields provided. When you have finished, click on the Submit button.

22. | A confirmation screen will appear, indicating the TIN,
Password, and Personal
Identifier or Corporate Identifier.
This screen will also indicate the date and time of your registration. We recommend that you print this screen and store the information in a secure location. Please refer to Print help for printing procedures. |

To update your registration information, follow the steps below. Click on the Reset button at any time to redisplay your previous entries.

This screen welcomes you to the Universal Licensing System. To modify your existing registration, click on the TIN/Call Sign/ASR Registration button.

2. | A screen will appear asking you if you would like to Register
Now, Update Registration Information, or Update Call Sign/ASR Information. Select Update Registration Information and click on the Continue button.

3. | A screen will appear asking you to enter your Taxpayer
Identification Number (TIN) and Password. Enter your 9-digit Taxpayer Identification Number (or Social Security Number if you are an individual) into the Taxpayer Identification Number (TIN) field. Do not enter punctuation (i.e., dashes) when entering your TIN. Then enter your password into the Password field and click on the Continue button. Note: If you receive an Error message stating, "TIN and Password combination is not registered with the FCC", click on the Return button and re-enter TIN and password.

4. | A screen will appear displaying your current registration
information. Make the desired updates to your registration information. To enter data into a field, click on the desired field or press the Tab key to move to the next field the registration form. You must delete the existing data before entering your new data. Please refer to the TIN/Call Sign/ASR Registration Help screen help for definitions of the data entry fields on this screen. When you are finished updating your registration data, click on the Save button.

5. | After you click on the Save button, a
confirmation screen will appear, indicating the TIN, Password, and Personal Identifier
or Corporate Identifier. This screen will also
indicate the date and time of your modification. If you modified your TIN, password, or personal/corporate identifier, we recommend that you print this screen and store the information in a secure location. Please refer to Print help for printing procedures. |

To update your existing call sign/ASR information, follow the steps below. Click on the Reset button at any time to redisplay your previous entries.

This screen welcomes you to the Universal Licensing System. To update call sign/ASR information, click on the TIN/Call Sign/ASR Registration button.

2. | A screen will appear asking you if you would like to Register
Now, Update Registration Information, or Update Call Sign/ASR Information. Select Update Registration Information and click on the Continue button.

3. | A screen will appear asking you to enter your Taxpayer
Identification Number (TIN) and Password. Enter your 9-digit Taxpayer Identification Number (or Social Security Number if you are an individual) into the Taxpayer Identification Number (TIN) field. Do not enter punctuation (i.e., dashes) when entering your TIN. Then enter your password into the Password field and click on the Continue button. Note: If you receive an Error message stating, "TIN and Password combination is not registered with the FCC", click on the Return button and re-enter TIN and password.

4. | A screen will appear asking you to register your current call signs or
ASR numbers. To review your currently registered call signs or ASR numbers, click on the View Call Signs or View ASR button.

Note: Once the Upload Call Sign File method has been used to register call signs, the Enter Call Signs button will no longer be available. Similarly, once the Upload ASR File method has been used to register ASR numbers, the Enter ASR button will no longer be available.

5. | After you have clicked on the Enter Call Signs
or Enter ASR button, a screen will appear presenting
100 fields for entering call signs or ASR numbers, pre-populated with your existing call
sign/ASR entries. Add, modify, and delete your call signs/ASR numbers as necessary. When you have finished modifying these entries, click on the Submit button.

6. | After you click on the Submit button, a confirmation screen will appear, indicating the TIN, Password, and Personal Identifier or Corporate Identifier. This screen will also indicate the date and time of your modification. |

If you are a licensee holding more than 100 call signs or ASR numbers, you must upload a file containing your call signs or ASR numbers. First, format your call sign/ASR file according to the File Format specifications below, then follow the Upload Procedure to submit your call sign file to the Universal Licensing System. Refer to Call Sign/ASR Information for more information.
To ensure a successful upload, your call sign/ASR file must be properly formatted. Format your file according to the following specifications:
1. | The file must be an ASCII text file
with a file extension of .txt. We recommend that you create your file in Notepad or other simple editor. If you create a file in a word processing program, you must save the file in ASCII (DOS) Text format. Otherwise, your file may contain formatting codes that the upload program will erroneously read as call sign information.

2. | List only one call sign or ASR number per line.
|
|
3. | Insert a carriage return (press the Enter
key) after the last call sign or ASR entry in your file.
|
|
4. | Verify that your call sign/ASR information is correct and up-to-date,
then save your file in ASCII (DOS) text format with a
file extension of .txt.
|

5. | Follow the Upload Procedure. |
To upload call signs/ASR numbers to the system, follow the steps below:
1. | If you have not done so, please verify that your file has been properly
formatted. Please refer to the File Format instructions
for more information.

2. | In order to upload your file, you must have the Call
Sign/ASR screen active in your browser. If this screen is not active,
follow the Update Call Sign/ASR Information instructions for
step-by-step instructions on how to access this screen before proceeding. Click on the Upload Call Sign File or Upload ASR File button.

3. | A screen will appear asking you to enter the full path and file name of
your call sign file.

4. | Specify an upload option:

5. | Click on the Submit button.
|
|
6. | A screen will appear indicating the status of the file upload (i.e.,
successful, failed). Click on the Continue button.
|
|
7. | After you click on the Continue button, a confirmation screen will appear, indicating your TIN, Password, and Personal Identifier or Corporate Identifier. This screen will also indicate the date and time of your submission. |
Follow the File Format and Upload Procedure above when updating your call sign or ASR information. Once you upload a call sign/ASR file, any future modifications to your call sign or ASR information must be performed using the Upload Call Sign File or Upload ASR File function. The Enter Call Signs/ASR function for manually entering and modifying call signs or ASR numbers will no longer be available to you.
