The Secure Border Initiative (SBI) Tactical Infrastructure (TI) program – through the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) – has a requirement for operations and maintenance (O&M) support for its TI assets on the U.S. - Mexico international border. The scope of this requirement for Comprehensive Tactical Infrastructure Maintenance and Repair (CTIMR) encompasses the maintenance and repair of fence, roads, drainage systems, electrical components, debris and vegetation removal, and other areas as required. This allows the Border Patrol to safely and efficiently fulfill its priority mission of preventing terrorists and terrorists’ weapons, including weapons of mass destruction, from entering the United States.

This site has been developed to give potential offerors the most current and up-to-date information available as well as documentation regarding the CTIMR requirement. The government’s goal is to provide offerors with the necessary information to fully understand the complex nature of this critical requirement. Potential offerors are cautioned that the management, organizational structure, and fence mileage/requirements of the SBI TI program is constantly evolving and that all numerical data should be considered as the best available estimate at the time. As information for these contracts becomes available, it will be posted on this website. Please check this site again in February 2009 when it is anticipated that additional updates will become available.

SBI TI Program Management Office
The SBI TI program develops and installs physical components designed to provide persistent impedance of illegal cross-border activity. TI consists of roads, fencing (both pedestrian and vehicle fence), lights, electrical components, and drainage structures. The program currently manages two major projects, the construction of pedestrian fence and vehicle fence. Once completed, these projects will help to reduce drug smuggling, human trafficking, and other dangerous and illegal activity in the regions slated for infrastructure deployments or improvements.

The Department is committed to having a total of approximately 670 miles of fence, as part of the right mix of TI, personnel, and technology. This will contribute to the goal of gaining effective control of the Southwest Border.

CTIMR Contract Specifics
It is anticipated that, in general, O&M requirements will be contracted and segmented by each of the four states – California, Arizona, New Mexico, and Texas – along the Southwest Border. The contract for each state will serve the Border Patrol Sectors (or portions of Sectors). SBI TI will identify at least one employee in each Border Patrol Sector to help manage this CTIMR effort. These individuals will coordinate with the Border Patrol on a continuing basis to prioritize requirements and oversee the contractor efforts.
