Abstract |
While some maritime nations in northern Europe have instituted second registers or are considering them, the Netherlands is opposed to the idea of a second register and would find it politically impracticable. Instead, Netherlands politicians worked closely with shipowners during 1987-88 to develop a package aimed at alleviating some of the pressure in certain key areas of shipping. This package, which is described, incorporates tax concessions to seafarers; further studies into minimum manning requirements; investigation of the possibilities for extending the opportunities for employment of foreign seamen at lower wages; and the maintenance of the Investment Premium Regulation (IPZ). The IPZ, which is taxable, allows owners to claim an investment grant of 12.5% on each vessel over a 5-year term provided it is flagged in Holland and kept there for six years. The article concludes by discussing the conclusions and recommendations of a Dutch committee that evaluated the impact of European Community proposals upon both air and sea transport companies. |
