Abstract	This paper describes the Cal Poly Traffic Operation Center (TOC) simulator, a system designed to handle three complex, overlapping tasks: 1) model traffic activity on the transportation network, 2) display activity to the TOC controllers, and 3) allow for the interactive exchange of information between the model and the control center. The goal of the simulator is to provide data for the design staffing, and operational specifications of similar centers planned for future implementation.
