How do I import my data from previous versions of RMP*Submit (v1.0.7, v1.1.5, v2.1) into RMP*Submit 2004?

Please see Chapter 2 Section E. of the RMP*Submit 2004 User’s Manual (97 pp, 274K, About PDF). You can import ASCII text files generated in all previous versions of RMP*Submit into RMP*Submit 2004.

When I'm installing RMP*Submit 2004, the installation progresses to 32% and then nothing happens?

Even if it seems as though nothing is happening, the installation is probably functioning correctly, as long as you don't get an error message. Even if you have a fast connection, you may still need to wait up to half an hour. If you have a dial-up connection, you may need to wait several hours for the completion of the installation.

Why am I unable to enter numbers in field 6.5?

Please use the top row of numbers on your keyboard for this field, instead of using the keypad.

My RMP*Submit 2004 window is cut off. I’m not able to see all the fields I should be able to see. What can I do to view the entire screen?

Make sure that you don't have Large Fonts selected in your Windows Display Properties. Check on the Appearance tab of your Display Properties, and also click on the “Advanced” button in your Settings tab, and make sure that you have a Normal DPI Size (96 DPI).

I entered ‘N/A’ into section 1.18 under RMP Preparer information as instructed in the RMP*Submit 2004 User’s Manual, but I get an error when ‘N/A’ is entered.

There is a known error in the RMP*Submit 2004 User’s Manual which directs users who did not use an outside contractor to enter ‘N/A.’ Users who did not use an outside contractor to prepare the RMP should leave this field blank. The User’s Manual was corrected on 5.6/04.

Will RMP*Submit 2004 run in a Microsoft Windows XP environment?

RMP*Submit 2004 is compatible with MS Windows, MS Windows 98, MS Windows NT 4.0, MS Windows 2000, MS Windows ME, and MS Windows XP.

I am not able to download the RMP*Submit 2004. Is the software available on CD-ROM?

The RMP*Submit software isn’t being distributed by NSCEP (National Center for Environmental Publications). If you are unable to download the RMP*Submit software, a limited number of CDs are available through the EPA Regional Offices and several states.  Please see Regional Emergency Management Programs

How do I replace an obsolete NAICS Code?

When the U.S. Census Bureau released the 2002 NAICS codes (http://www.census.gov/epcd/www/naics.html), a number of previously-valid codes were made obsolete. RMP*Submit 2004 is compliant with the 2002 NAICS code list, and validates all RMPs against it. Thus, a Risk Management Plan (RMP) having a process referencing an obsolete code will need to be updated to have the obsolete 1997 NAICS Code replaced with an equivalent from the 2002 NAICS Code list in order for it to be accepted by the U.S. EPA. The updating process is straight-forward, and can be done quickly. The steps needed to replace the obsolete codes are outlined below.

  1. Import an old RMP.
  2. After the RMP file has been imported, the dialog "Warnings were encountered during Import. A complete RMP was loaded, review Import
    Error Report." is displayed. Click the OK button.
  3. The RMP Import Error/Warnings Log is displayed, warning of the use of an obsolete NAICS Code. For all such codes, please take note of the
    information displayed in the "Action Taken" (third) column. (e.g. "Please select an alternate NAICS Code for Record 7.")
  4. Close the report to return to the Main Menu.
  5. Click on the DATA ENTRY button, select the RMP that was just imported, and click the EDIT button.
  6. Navigate to question 1.17, and click the PROCESSES button.
  7. Notice the "Process ID" information presented in the upper left area of the screen. Use the PREVIOUS PROCESS and NEXT PROCESS buttons at the base of the screen to navigate to the Process ID that matches the record number you noted in Step 3, above.
  8. Click the NAICS CODES button in the upper right corner of the screen to open the NAICS Code selection screen.
  9. In the right-hand box of this screen, you will see NAICS code(s) with descriptions prefixed with "OBSOLETE CODE". Select one of these codes.
  10. From the box on the left side of the screen, locate and select the NAICS Code to replace the obsolete code. For assistance in selecting the proper code, please refer to the 1997 to 2002 NAICS Code Correspondence Tables located on the U.S. Census Bureau's Website at the following URL:
    http://www.census.gov/epcd/naics02/.
  11. After verifying that the obsolete code you wish to replace is selected from the box on the right side of the screen, and the NAICS Code you wish to use as the replacement is selected on the left side of the screen, click the REPLACE button. You will be asked for confirmation.
  12. IMPORTANT NOTE: If, instead of using the REPLACE button, you first delete the obsolete NAICS code, all prevention programs associated with the obsolete code will be deleted, as well, necessitating that you either import your old RMP again, or recreate the prevention program information. Please ensure that you use the REPLACE button for this operation.
  13. After all obsolete NAICS Codes have been replaced for this particular process, click the CLOSE button to return to the 1.17 Processes screen.
  14. Repeat Steps 7 through 12 until all obsolete NAICS Codes have been replaced with 2002 NAICS Code equivalents.

When viewing the User’s Manual and/or Appendices, I see either blank pages or unreadable text & symbols. Why is this problem occurring?

The RMP*Submit User’s Manual and Appendices should be viewed using version of 3.02 or higher of the Adobe Acrobat Reader. More information on PDF files can be found on the PDF information page.

Why can't I enter letters (alpha characters) in Section 1.2 - Facility Identifier?

The Facility Identifier will be assigned by the Risk Management Program (RMP) Reporting Center for all "first-time" RMP submissions, when RMPs are processed. The Facility Identifier is a 12-digit number, and will not accept alpha characters. First time submitters must leave this field blank. You will be informed of your assigned Facility Identification number in your notification letter that tells you the status of your RMP.

For the purposes of the Risk Management Program (RMP), how does EPA recommend that I determine the latitude and longitude for my facility?

The TRI Facility Siting Tool will allow you to determine your Latitude and Longitude. This easy-to use tool can be found on the internet at the following web address: http://www.epa.gov/tri/report/siting_tool/index.htm

If you use the TRI Facility Siting Tool to obtain your latitude and longitude, you should put the following values in the corresponding fields:

  • 1.5.i. Lat/Long Method: I2- Interpolation-Photo
  • 1.5.m. Source Map Scale Number: 24000
  • 1.5.k. Horizontal accuracy measure (m): 25
  • 1.5.l. Horizontal Reference Datum Code: 002- North American Datum of 1983

What is the horizontal reference datum code?

The horizontal datum code identifies the model of the earth that supports measurements of horizontal distances. Because the earth is not a perfect sphere, mathematical models have been derived to describe the shape of the earth, the location of the center, and the location on the surface that represents the starting point for measuring coordinates. Maps and charts typically have the datum printed in the margin.

The three choices for the datum are:

001 North American Datum of 1927 (NAD27): This is the model used for many USGS maps or NOAA charts.

002 North American Datum of 1983 (NAD83): This is an improved model based on earth and satellite observations which is used on many USGS and other maps.

003 World Geodetic System of 1984(WGS84): This is a newer model based on earth and satellite observations. Used on some maps and charts. Typically GPS units report location information using this datum.

What is the horizontal accuracy measure?

The horizontal accuracy measure is a measure of how the information on a map or in a GPS database matches true or accepted values. This measure is generally available from the publisher of the map or the manufacturer of the GPS unit. For the purposes of RMP*Submit, this value is reported in meters.

What is the facility source map scale number?

The facility source map scale number represents the proportional distance on the ground for one unit of measure on a map or photo. Thus, this field must be supplied only if you determined your latitude/longitude using a map or photo. The scale is usually presented as a ratio and usually printed somewhere on the map or photo. For example, a map scale may be 1:20,000. In this case, the source scale number is 20,000.

If you use the TRI Facility Siting Tool to obtain your latitude and longitude, you should put the following values in the corresponding fields:

  • 1.5.i. Lat/Long Method: I2- Interpolation-Photo
  • 1.5.m. Source Map Scale Number: 24000
  • 1.5.k. Horizontal accuracy measure (m): 25
  • 1.5.l. Horizontal Reference Datum Code: 002- North American Datum of 1983

Can the RMP*Submit software be shared on a LAN (Local Area Network)?

No. RMP*Submit (when installed) is not a multi-user application; therefore the information cannot be shared by multiple workstations on a Local Area Network.

Why do I get a message that my DUNS (Dun and Bradstreet Numbers) is invalid, even though it's correct?

This is a known error that has been fixed. The fixed version of RMP*Submit 2004 has been posted on the Web site. If you downloaded RMP*Submit before April 21, 2004, please re-download and re-install RMP Submit*2004. Re-installing will not harm your existing data. Alternatively, you may leave the DUNS fields blank as these are not required fields.

When the RMP*Submit application is open I cannot see the entire form. My RMP*Submit 2004 window is cut off?

A cut-off screen in RMP*Submit is usually caused by a conflict between the RMP*Submit application and the display configuration of your PC. The recommended display settings for RMP*Submit are "800 x 600 pixels" for the "Desktop Area" and "Small Fonts" for the "Font Size". To change these settings:

  1. Click on the "Start" button in the lower left corner of your PC.
  2. Click on "Settings"
  3. Click on "Control Panel"
  4. Click on "Display"
  5. Click on "Settings"
  6. Make sure the Desktop Area is set to "800 x 600 pixels"
  7. Make sure the Font size is "Small Fonts"

Alternatively, make sure that you don’t have Large Fonts selected in your Windows Display
Properties. Check the Appearance tab of your Display Properties, and also click on the Advanced button in your Settings tab, and make sure that you have selected Normal size (96)

*In Windows 95, "Font Settings" for most users are set for "Large Fonts", which can cause the screen to cut-off vital fields in the RMP*Submit application. Changing the font setting to "Small Fonts" will prevent the screen from cutting off.

When I repeatedly attempt to download RMP*Submit 2004 the file does not download completely. How can I download the complete installation file?

Sometimes large (.exe) files cannot be downloaded for a number of reasons. Some users may require administration rights in order download and install large files. Users with these kinds of difficulties should speak with their technical or LAN support, which should be able to give them the rights to download and install the program. Users who have dial-up internet connections may also be affected by this problem.

How do I save my Risk Management Plan to diskette?

To save your RMP to diskette:

  1. Open the RMP*Submit application. Click the "Data Entry" button on the RMP*Submit introductory screen.
  2. Highlight your Risk Management Plan from the “List of Risk Management Plans”. Click the "Create Submission File" button, located on the bottom row of the screen.
  3. In the “Submission Type” screen select the type of submission you are preparing then click the "Continue" button. Select "Yes" when prompted to save the RMP to disk (Make sure to have a blank floppy disk in the 3 ½ floppy drive at this time. If there are any existing files on your floppy disk, they will be automatically erased during this process.
  4. Your RMP submission will be saved on your diskette as an ASCII text file (Rmp.txt).

How do I put my submission file on a CD?

Follow instructions for creating a submission file on diskette (above), but when you receive the prompt for saving on a floppy diskette, answer “No.” The submission file (rmp.txt) is automatically saved on your hard drive, at the location displayed. Use your CD creation software to write the rmp.txt (and any associated files that are in the same folder) to a CD.

How do I add an Executive Summary attachment to my submission?

Normally, you can type the Executive Summary directly into RMP*Submit. You can also copy text from your word processor and paste it into RMP*Submit. RMP*Submit can accept about 20 pages of text. If your Executive Summary is longer, then make an attachment. To add an Executive Summary attachment to your submission:

  1. First, create your Executive Summary file and save it as an ASCII text file by choosing "File" -> "Save As," and choosing ASCII DOS Text as the "file type." (Most word processing applications will allow you to save your document in this fashion)
  2. Open the RMP*Submit application.
  3. Open the specified Risk Management Plan. Enter the "Executive Summary" section of your plan.
  4. Click the "Browse…" button in the lower right-hand side of the screen. Upon clicking this button you will be able to browse into the directory where your executive summary is located. Once you’ve located your Executive Summary ASCII text file, select it, and click the “Open” button to attach the file into your RMP.
  5. You can also utilize the “Remove File” button to remove an attached file if needed.

Are there any size constraints for a graphics file?

The only constraint for your graphics file is that it has to fit on either a diskette or a CD-R/RW disk. The maximum file size for a diskette is 1.44 megabytes and the maximum file size for a CD-R/RW or 700 megabytes.
