Textiles and Apparel Enforcement Statistics
(05/01/2008)Textiles and apparel continue to be politically and economically sensitive commodities. Complex regulations and the increasing number of trade agreements and trade preference programs (each with unique requirements) create opportunities for fraud. The risk to the industry was seen as significant enough to warrant designation as a Priority Trade Issue (PTI) and therefore focused attention of resources. These statistics reflect the results of CBP’s assertive approach to textile enforcement. These efforts combat the threat of transshipment, quota and evasion, and improper/misleading country of origin marking.Seizures (Quota)Number | 88 | 132 | | | | Value | $13.8 M | $20.5M | | | | Seizures (IPR)Number | 1,361 | 1,393 | | | | Value | $6.95M | $6.91M | | | | Commercial Fraud PenaltiesNumber | 14 | 12 | | | | Value | $165,460 | $2.6 M | | | | TPVT Illegal TransshipmentCountries Visited | 2 | 5 | | | | Factories Visited | 42 | 266 | | | | % Discrepant | 59% | 67% | | | | TPVT Trade Preference ClaimsCountries Visited | 1* | 2** | | | | Factories Visited | 21 | 18 | | | | % Discrepant | 38% | 11% | | | | * CAFTA participating country ** AGOA participating countryExaminationsTotal Number | 2,922 | 2,531 | | | | Discrepant | 445 | 459 | | | | % Discrepant | 15% | 18% | | | | AuditsNumber of Audits/Initiated | 10 | 51 | | | | Number of Audits/Completed | 2 | 7 | | | | Recommended Recoveries | $3,720 | $7,472 | | | | Laboratory AnalysesNumber of Samples Tested | 453 | 324 | | | | Number Discrepant | 195 | 133 | | | | % Discrepant | 43% | 41% | | | | Special Enforcement Operations (SEO)Number of SEO Initiated | 3 | 4 | | | | Number of SEO Completed | 2 | 1 | | | |
