Widespread international civil use of GPS is expected for air, land and sea navigation, mapping, geodetic surveying, and numerous other applications including synchronization of communications and power systems, automatic vehicle location, and fleet management services. According to the U.S. 1990 Federal Radionavigation Plan, GPS will be declared operational when 21 Block II satellites are in their prescribed orbits and transmitting proper information. This is expected to occur in 1993. The International Information Subcommittee (IISC) of the U.S. Department of Transportation's Civil GPS Service Interface Committee (CGSIC) has developed the GPS Information Package 1991 (GPSIP-91) to provide information to the international community regarding the dissemination of GPS status information. The IISC is one of five subcommittees established under the CGSIC to identify civil GPS information needs in support of the Civil GPS Service Program operated by the U.S. DOT. GPSIP-91 is intended to provide users with guidance on national points of contact and information on product structure (including any applicable fees) and contains detailed information annexes for the United States, Norway, The Netherlands, Great Britain, and Germany. This publication will be updated annually as new information annexes are added or other changes are made to the information package. Your input to this information package is welcomed. The CGSIC is chaired by the US Department of Transportation, and includes US Department of Defence participation. [1] 1.2 The US authorities' intention is that civil GPS information should be disseminated internationally through nominated national Points of Contact (POCs). In late 1989, the CGSIC formed its International Information Sub- Committee (IISC) in order to open communications with national POCs. The Charter [2] for the IISC states the following objectives: 1.2.1 To identify the needs of nations other than USA for Global Positioning System (GPS) information. 1.2.2 To identify the communications methods which nations other than USA need to be able to obtain GPS information. 1.2.3 To examine the need for an agreement on the civil use of GPS between individual user nations and USA in order to facilitate the civil use of GPS. 1.2.4 To identify the official points of contact for all forms of navigation in all countries. 1.2.5 To act as a forum for civil user information exchange among the international community and to provide "feed-back" as appropriate. Object 1.3 Following discussions at the Fifth, Sixth and Seventh Meetings of the IISC, reported respectively at [3], [4] and [5], a clear need has been identified to publish widely the essential details of the Civil GPS Service. It is particularly essential to: 1.3.1 Explain the perceived roles and functions of a national POC; 1.3.2 Provide details about existing GPS Information Centres. Arrangement of this Publication 1.4 The main body of this publication consists of this and two further short chapters. The latter chapters describe the roles of national POCs and the product structures which have been adopted for GPS Information. 1.5 Details of each individual existing GPS Information Centre are compiled into a series of Annexes. The Annexes are prepared to a standard format for ease of comparison and maintenance, and an uncompleted Annex is added which, when detached, can be used as a questionnaire for submitting new information. 1.6 The aim of each Annex is to systematically collect the data necessary to describe the activities of an individual GPS Information Centre. Each Annex has the following specific objectives: 1.6.1 To inform users of the services available, and where from. 1.6.2 To inform other Information Centres of each others' activities. 1.6.3 To give newly forming Information Centres an indication of the services that existing Centres have found it necessary to provide. 1.7 The format of the Annexes is as follows: 1.7.1 Part I: GPS Information Centre Name and Address 1.7.2 Part II: GPS Information Services Available 1.7.3 Part III: GPS Information Product Structure 1.7.4 Part IV: GPS Information System Details 2 - NATIONAL POINTS OF CONTACT Role of a National Point of Contact (POC) 2.1 At the Seventh Meeting of the IISC, Washington DC, 16/1-91, [3], the following roles were defined for nominated POCs with the US civilian GPS authorities: 2.1.1 Provide liaison to representatives of all fields of applications including military where required. 2.1.2 Coordinate national information requirements, liaise with the various users, and provide a national/international interface to collect and disseminate user information. 2.1.3 Determine GPS users' information needs, and how to provide them. 2.1.4 Create national mechanisms to handle civil GPS issues and be aware of existing international procedures for their referral to the US authorities. 2.1.5 Advise new POCs to GPS on how to route and relay information. 2.1.6 Establish a reference dossier of information about GPS. 2.1.7 Consider legal liability aspects on a national basis. 3 - PRODUCT STRUCTURE Introduction 3.1 Following discussion at the Sixth IISC Meeting [4], it was decided to adopt the Product Structure design based on the work of the Netherlands Ministry of Transport as presented by Mr Hans Van der Wal. The Product Structure consists essentially of a generic list of GPS related activities, and the GPS Information products which might be needed to support them. Activities and Products 3.2 The Product Structure identifies five GPS related activity areas: 3.2.1 Missions - in other words tasks for which GPS is used as originally conceived. 3.2.2 Research and Development (R & D) - activities which are related to the development of GPS capabilities. 3.2.3 Management - concerning the management of GPS related activities. 3.2.4 Policy - the development and statement of all aspects of national policies which have an effect on GPS. 3.2.5 General Information. 3.3 For each activity area, the Product Structure then identifies three classes of products: 3.3.1 Information Products; 3.3.2 Service Products; 3.3.3 Knowledge Products. Legal Note 3.4 It is stressed that the above general Product Structure design uses terminology which has no legal significance. The legal implications of the differences between "products" and "services" have not been taken into account. Further Classifications 3.5 Within most classes of product, the Product Strucuture has defined a number of specific and appropriate tasks, stating whether that task is "basic" or "additional". "Basic" tasks are those which form the absolute minimum range of outputs from a GPS Information Centre. 3.6 It should be noted that specific tasks have not necessarily been identified for all of the product classes at this time. Suggestions for the inclusion of further products are most welcome. (See Chapter 4.) Updates 4.4 Each GPS Information Centre is invited to report changes to its own Annex as necessary. A natural routine would be to prepare and report changes through the regular meetings of the IISC. However, Information Centres are encouraged to report changes at any time. Payment 4.5 To cover the cost of producing and distributing this document, an appropriate non-profit-making charge will be invoiced. This charge will also cover the costs of initial updates. A follow up charge may be invoiced later to cover further updates should this be necessary. Suggestions 4.6 Suggestions for improving the content and format of this publication are welcomed.
