The U.S. Agency for International Development (USAID) intends to issue a Request for Proposals (RFP) in anticipation of a Labor Hour Contract. The contractor shall successfully perform tasks directly related to the receipt, review, compilation, formatting, conversion, publication and issuance of directives on the intranet, internet, the Agency’s Notices Database and CD-ROM. The contractor shall also successfully maintain all electronic systems containing directives materials.



The purpose of this program is to ensure all agency policy created or revised by designated offices as documentation of its organizational functions, policies, decisions, procedures, operations or other essential activities are contained in the Automated Directives System (ADS). The ADS is accessible through two media types: the Agency’s intranet and intranet websites and the ADS CD-ROM.



This program ensures that those offices responsible for developing agency regulations follow established procedures contained in ADS Chapter 501 Automated Directives System and ADS Chapter 504 Agency Notices, when creating or revising policies and procedures. This requires that designated agency officials provide the required documentation to the contracted ADS staff in accordance with applicable directives instructions. Submission and publication of directives materials is coordinated with the Agency and the contracted ADS staff. In addition, the contracted ADS staff is responsible for the maintenance of the Agency Notice database and coordination and publication of notices.



The NAICS Code for this procurement is 518210. The solicitation is for small business set-asides and will be posted on the FedBizOpps web page (i.e.wwwfedbizopps.gov) not less than fifteen (15) days after this notice is issued. In accordance with FAR5.102 (d), availability of the solicitation is limited to this electronic medium only. Requests for other copies of the solicitation will be disregarded without notice to the requestor. No phone requests will be accepted, no solicitation will be available for pick-up, and no walk-ins will be allowed.
