The Government is issuing a Request for Information (RFI) for the Joint Tactical Terminal/Common Integrated Broadcast Service-Modules (JTT/CIBS-M) (JTT-Senior and JTT-Briefcase) out of warranty repair and host system integration support services. This request for information is for planning purposes only; this is not a request for Quotations or Proposals. The Government intends to award a Sole Source Contract to Raytheon Network Centric Systems for this requirement. Raytheon Network Centric Systems of Largo, FL is the Original Equipment Manufacturer (OEM) of the JTT/CIBS-M configuration and current provider of Out-of-Warranty repairs and host integration support. Raytheon is the only source possessing the technical data (drawing and interoperability documentations). Much of the technical data is proprietary to Raytheon and contains specific design information applicable to individual Shop Replaceable Units (SRUs) that are under the configuration management control of Raytheon. Additionally, Raytheon possesses unique knowledge of the JTT/CIBS-M interface control requirements for the host systems that will utilize the JTT/CIBS-M. Intimate knowledge of the JTT/CIBS-M hardware and software interface is required to facilitate system integration and testing of varied service/agency weapon system platforms.

The JTT/CIBS-M is a special application Ultra High Frequency (UHF) Satellite Communication (SATCOM) and Line of Sight (LOS) secure intelligence dissemination terminal to receive intelligence data via the Intelligence Broadcast Service (IBS) networks. The terminals are dedicated to the delivery of critical, time sensitive information in near real time at system high security levels. The JTT/CIBS-M is interoperable with the following waveforms: Tactical Reconnaissance Intelligence eXchange System (TRIXS), Integrated Broadcast Service-Interactive (IBS-I), Integrated Broadcast Service-Simplex (IBS-S), Tactical Data Information eXchange Subsystem B (TADIXS-B), and generic UHF General Purpose Link.

The JTT/CIBS-M out of warranty repair and host integration service support includes:

1. Out of Warranty Repair: Repair the failed JTT/CIBS-M equipment if the Government representative performs an inspection of the equipment and determines the unit is out of warranty due to mishandling or misuse. In addition, repair failed JTT/CIBS-M equipment after the JTT/CIBS-M OEM warranty is expired. All JTT/CIBS-M equipment has a 10 year OEM warranty. Expiration of JTT/CIBS-M equipment warranties start in FY2010.

2. Host System Integration Service Support: Provide engineering support to include: studies in support of installation/integration of the JTT/CIBS-M systems into current and future platforms, tests, logistics, maintenance and assistance in interpreting the latest JTT/CIBS-M Interface Control Documents (ICDs), implementing interfaces and resolution of hardware and software host integration problems.

The JTT/CIBS-M top-level System Specification is available upon request. However, the Government does not own the JTT/CIBS-M production drawings and product specifications (below system level). All interested sources which have sufficient Technical and Program Management experience in this type of work and can perform this requirement without Raytheons proprietary data, are invited to send a response describing in detail their ability to repair parts and perform testing to validate requirements and provide technical support to host systems.

In accordance with FAR 15.202(e), responsibilities to this notice are not offers, and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All proprietary and restricted information shall be clearly marked. Any proprietary information submitted will be protected if appropriately marked.

Provide response in MS Office electronic format, to include supporting data, diagrams, cost and timelines to PM Fusion and Software Applications (F&SA) via email.
