I support Bob Segalman's reply comments on the Speech-toSpeech section of Proceeding 98-67. Low usage volumes can be directly attributed to low expenditures in outreach. Consider an analogy: the early years of email usage on the Internet amounted to low volumes because few people had access, and much more had no concept of the medium and how to use it. Today, communication via internet protocols has exploded, due in part to intense promotion and adequate access. I also agree that Confidentiality measures for S-t-S should be different than those for TTY because the nature of the interaction with the relay is significantly different.
