Activity data sheet (ADS) - Summary technical, cost, and schedule information

Expended funds, prior year funds, current year funds, and budget year plus
one through five funds, and the remaining year funds are shown. As a baseline
document, ADSs reflect program baseline in terms of cost, schedule, and technical
performance for the approved program.

Agency Capital Plan - A document that identifies existing and proposed capital
assets and that provides justification for new capital funding. Included
in the capital plan should be a statement of the agency's strategic plan,
a description of assets already owned by the agency or in procurement, an
analysis detailing the performance gap between existing capabilities and
the goals and objectives highlighted in the strategic plan, justification
for new capital acquisitions proposed for funding, and other related information.

Alignment - The degree of agreement, conformance, and consistency among
organizational purpose, vision and values; structures, systems, and processes;
and individual skills and behaviors.

Allocated Baseline - The baseline comprising that portion of the system
requirements that during the software requirements analysis phase, are allocated
to software and documented in the System Design Document (SDD).

Analyst - Member of the project team who is responsible for eliciting and

Annual Performance Plan - A document, covering each program activity identified
in an agency's budget, that describes the actions and goals that the organization
will undertake during the year to work towards the long-term goals established
in the organization's strategic plan. Specifically, the annual performance
plan establishes the agency's performance goals for the year, describes strategies
the agency will use to meet these goals, and identifies performance measures
to measure or assess the relevant service levels, outcomes, or outputs that
are to be achieved and to compare actual program results with the established
performance goals.

Annual Performance Plan Report - A report submitted with an agency's budget
submission that compares actual agency performance to the annual goals established
in the agency's annual performance plan.

Applied research - The systematic study to gain knowledge or understanding
necessary to determine the means by which a recognized and specific need
may be met.

Assurance of compliance number - A signifier that the institution has current

Attachment - A document that is included in the proposal package to enhance
understanding of the proposed work.

Audit trail - An electronic log or database table that tracks transactions
on a proposal and proposal ownership.

Authorized user - User access to view the system data and attachments is
determined by a combination of who the user is, the organization(s) the user
is associated with, and the process role(s) assigned to the user for that
organization.

B&R codes - Budget & Reporting Codes - An alphanumeric code that
represents a Budget and Reporting (B&R) classification and fund type.
A Budget & Reporting Classification is a coding structure that parallels
DOE's activities and programs. This structure is used for the formulation
of the budget; the reporting of obligations, costs, and revenues; and the
controlling and measuring of actual versus budgeted performance.

Backup - Copying items stored within the primary or secondary memory of
a server or other computer to media suitable for storage independently of
the computer. The purpose of backing up soft copy information is to mitigate
risk of data loss due to equipment failure.

BARC - Budget & Reporting Code System - BARC is the application that
serves as the repository for the Department of Energy's Budget and Reporting
(B&R) Classification Codes. B&R codes are used by all the Department's
financial systems. The codes correlate Departmental activities and are used
to formulate budgets; report obligations, costs, and revenues; and control
and measure budget variances. B&R codes are the vehicle used by the Department
to tracks costs and exercise funds control. BARC provides valid B&R codes
and the B&R crosswalk files to core financial systems.

Baseline (n) - (1) An agreed-to description of the attributes of a product,
at a point in time, which serves as a basis for defining change. (2) An approved
and released document, or a set of documents, each of a specific revision;
the purpose of which is to provide a defined basis for managing change. (3)
The currently approved and released configuration documentation. (4) A released
set of files comprising a software version and associated configuration documentation.

Concurrence chain - A user- or business-specified list of people, who must
review a proposal or project and indicate their agreement/disagreement before
it can progress to the next step in the process.

Configuration Control - (1) A systematic process that ensures that changes
to released configuration documentation are properly identified, documented,
evaluated for impact, approved by an appropriate level of authority, incorporated,
and verified. (2) The configuration management activity concerning: the systematic
proposal, justification, evaluation, coordination, and disposition of proposed
changes; and the implementation.

Configuration Control Board (CBB) - A board comprising technical and administrative
representatives who recommend approval or disapproval of proposed engineering
changes to, and proposed deviations from, a CI's current approved configuration
documentation. The CCB for CSC support of the ePMA project is internal to

Configuration Identification - (1) Unique identifiers for a product and
its configuration documents. (2) The configuration management activity that
encompasses the selection of Configuration Items (CIs); the determination
of the types of configuration documentation required for each CI; the issuance
of numbers and other identifiers affixed to the CIs and to the technical
documentation that defines the CI's configuration; the release of CIs and
their associated configuration documentation; and the establishment of configuration
baselines for CIs.

Configuration Item (CI) - An aggregation of hardware, software, models,
database designs, manual procedures and/or documentation that satisfies an
end item use function that is designated for configuration management. CIs
are referred to by an alphanumeric identifier.

Configuration Management (CM) - (1) A function that establishes and maintains
consistency of a product with its requirements and configuration information
throughout its life cycle. The CM function is implemented by the processes
described in this plan. CM refers to a function; the primary responsibility
for implementing this function is the project configuration manager (PCM).
(2) The individuals or organization with primary responsibility for implementing
the CM function.

Configuration Status Accounting (CSA) - Providing traceability of changes
to controlled hardware and software products, databases and database designs,
models, manual procedures, and summary information regarding the identification
and status of the CSC ePMA items under configuration control. Configuration
status reports are used internally by management and technical personnel.
For example, changes are classified and tracked as either being a problem
or an enhancement.

Decision Criteria - A documented set of factors that are used to examine
and compare the costs, risks, and benefits of various IT projects and systems.
These decision criteria consist of (1) screening criteria, which are used
to identify whether new projects meet initial acceptance requirements and
ensure that the project is reviewed at the most appropriate organizational
level, and (2) criteria for assessing and ranking all projects. These ranking
criteria weigh and compare the relative costs, risks, and benefits of each
project against all other projects.

Declination letter - A letter drafted by the DOE that informs the proposal submitter that their proposal has been declined.
Development Baseline - The baseline comprising the software and associated technical documentation that define the evolving configuration of the ePMA system during development. This baseline includes the software design, and implemented code, database schema, and COTS/GOTS products, and evolves into the product baseline.
Developmental research - The systematic application of knowledge or understanding,
directed toward the production of useful materials, devices, and systems
or methods, including design, development and improvement of prototypes and
new processes to meet specific requirements.

Information Technology Architecture - An integrated framework for evolving

requirements, system components, and information flows among the components.

IT Investment Management Approach - An analytical framework for linking
IT investment decisions to an organization's strategic objectives and business
plans. The investment management approach consists of three phases--select,
control and evaluate. Among other things, this management approach requires

Merit Review types - There are different kinds of merit review that are
performed on a proposal prior to making a funding decision. Merit reviews
generally fall into two categories: 1) panel reviews where reviewers meet
face-to-face or through electronic conferencing to discuss the applications/proposals
and 2) mail reviews done by mail or electronic transmission. If needed, both
types of merit reviews can be conducted.

Milestone - An important or critical event that must occur in the project
cycle to achieve project objectives.

Milestone schedule - A listing of milestones for the work encompassed by

Model - A representation of a set of components of a process, system, or
subject area. A model is generally developed for understanding, analysis,
improvement, and/or replacement of the process.

Modular Design - An information system project design that breaks the development
of a project into various pieces (modules) that each solve a specific part
of the overall mission problem. These modules should be as narrow in scope
and brief in duration as practicable. Such design minimizes the risk to an
organization by delivering a net benefit that is separate from the development
of other pieces.

MSR - Monthly Status Report

Native file type - The original file format of a document.

Net Present Value (NPV) - The future stream of benefits and costs converted
into equivalent values today. This is done by assigning monetary values to
benefits and costs, discounting future benefits and costs using an appropriate
discount rate, and subtracting the sum total of discounted costs from the
sum total of discounted benefits.

NIH animal welfare assurance number - The number from the National Institute
of Health (NIH) that guarantees assurance for the animal research. This data
only applies to proposals involving animal research.

Non-US Citizen Collaborator - An individual identified as a collaborator
on the work encompassed by the proposal and physically located in the United
States, but is not a US citizen.

OMB - Office of Management and Budget
Organization - An official entity that performs a specific function or functions.
In ePMA, the term organization may refer to laboratories, site offices or
specified Headquarters offices and divisions.

Original - The current design activity's documents or digital document representation
and associated source data file(s) of record.

Originator - One who either initiates a proposal for submission or creates
attachments as part of the proposal submission package.

Ownership - Current possessor of proposal information in the workflow. This
person usually has an action to perform (editing or concurrence). Other users
who have view access to a proposal may only view the proposal when they do
not have ownership.

PCA - Physical Configuration Audit - The formal examination of the "as-built" configuration
of a configuration item against its technical documentation to establish
or verify the configuration item's product baseline.

Performance Gap - The gap between what customers and stakeholders expect
and what each process and related subprocesses produces in terms of quality,
quantity, time, and cost of services and products.

Performance Measurement - The process of developing measurable indicators
that can be systematically tracked to assess progress made in achieving predetermined
goals and using such indicators to assess progress in achieving these goals.

Pick list - A dialog box that has a scrollable list of items from which
the user can select. The data for this list may be filtered because of previous
data selections and, if necessary, derived from an authoritative source.
Two primary uses of a pick list are to assist the user in filling in a data
field with standardized entries and to prevent erroneous data from entering
the database.

PKI - Public Key Infrastructure
Portfolio - A collection of projects. A single individual or organization can have multiple R&D portfolios.
Postdoctoral student - A postdoctoral student is an individual who currently
has a doctorate degree.

Post-Implementation Review (PIR) - An evaluation tool that compares the
conditions prior to the implementation of a project (as identified in the
business case) with the actual results achieved by the project.

Process - AKA Business Process. A specific ordering of work activities across time and place, with a defined beginning and end, that delivers value to the customer.
ProcMod - Procurement Modernization (currently referred to as eProcurement).
Product Baseline - The baseline comprising the software release/build, system
documentation, any transition/installation documentation, and all other applicable
documentation pertaining to the product at the point of delivery.

Program strategic performance goal (PSPG) - The projected goals or outcomes
of the work encompassed by a proposal as they relate to the strategic performance

Project completion date - The date on which the project is marked as complete.

Project Configuration Manager (PCM) - The individual with primary responsibility
for implementing the configuration management function on the CSC ePMA project.
Although the PCM has primary responsibility for implementation and oversight,
the CM function is actually carried out by all members of the project.

Project Impact Report (PIR) - A report used to notify the CSC ePMA project manager and, if necessary, the Joint Change Control Board of a software change request (SCR) that cannot be addressed solely by the CSC-internal configuration control board.
Project Manager (PM) - The member of the ePMA team with overall management responsibility for the ePMA project.
Proposal abstract - A description of the proposed work which should include
purpose, approach, anticipated benefits, objectives, tasks and deliverables
that a proposal will provide in achieving the programs mission.

Quality Management System (QMS) - A system established by CSC to maintain
quality of its processes and products and to maintain compliance with ISO

SMG members serve as organizational "controllers" i.e., central

Regression Testing - The process of running a composite of comprehensive
test cases that are always run after system modifications to detect faults
introduced by modification.

Release - A release is a stable, executable version of product, together
with any artifacts necessary to use this release, such as release notes or
installation instructions. A release can be internal or external.

Retention schedule - A schedule indicating the length of time a piece of
information is to be retained for historical purposes.

Revision number - A number indicating the number of times a proposal submission
has been copied for ongoing work. The number shall begin at zero for a new
proposal and be incremented by one each time the proposal is copied for ongoing
work.

Return on Investment (ROI) - A figure of merit used to help make capital
investment decisions. ROI is calculated by considering the annual benefit
divided by the investment amount.

Rework - A procedure applied to a product to eliminate a nonconformance
to the drawings, specifications, or contract requirements that will completely
eliminate the nonconformance and result in a characteristic that conforms
completely.

Risk - A factor, element, constraint, or course of action on a project that
introduces an uncertainty of outcome and the possibility of technical deficiencies,
inadequate performance, schedule delays, or cost overruns that could impact
a Departmental mission. In the evaluation of risk, the potential impact and
the probability of occurrence are determined.

Risk Analysis - A technique to identify and assess factors that may jeopardize
the success of a project or achieving a goal. This technique also helps define
preventive measures to reduce the probability of these factors from occurring
and identify countermeasures to successfully deal with these constraints
when they develop.

Rational Unified Process (RUP) aka Rational - The Rational Unified Process product is a software engineering process. It provides a disciplined approach to assigning tasks and responsibilities within a development organization. Its goal is to ensure the production of high-quality software that meets the needs of its end users within a predictable schedule and budget.

SAM - Site Administration Manager. Individuals who operate as mentor, trainer,
and help support for end users. Responsible for collecting site user information
to apply for an ePMA user account as well as documenting the site's proposal
process so that users can be assigned their appropriate role.

SCR - Software Change Request. The process by which SAMs submit requests for requirements changes (additions, deletions, modifications, deferrals) or enhancements to the ePMA application.

Secondary research area - The area of research that is the secondary focus
of the work encompassed by a proposal.

Sensitivity Analysis - Analysis of how sensitive outcomes are to changes
in the assumptions. The assumptions that deserve the most attention should
depend largely on the dominant benefit and cost elements and the areas of
greatest uncertainty of the program or process being analyzed.

Signature authority - The authority assigned to a person that allows them
to electronically apply their signature.

Signature date - The date on which a person with signature authority signed

Status - A code that indicates the status of a proposal submission.

Strategic Information Management (SIM) - The process study undertaken in
August of 1999 to determine how best to modernize and streamline research
and development (R&D) management and move toward a corporate R&D
portfolio management environment.

Strategic objective - A description of the projected goals or outcomes of
the work encompassed by a proposal as they relate to the advancement of the
department's overall strategic goals or the achievement of an organization's
specific program area goals.

Strategic Plan - A document used by an organization to align its organization
and budget structure with organizational priorities, missions, and objectives.
According to requirements of GPRA, a strategic plan should include a mission
statement, a description of the agency's long-term goals and objectives,
and strategies or means the agency plans to use to achieve these general
goals and objectives. The strategic plan may also identify external factors
that could affect achievement of long-term goals.

Strategic Planning - A systematic method used by an organization to anticipate
and adapt to expected changes. The IRM portion of strategic planning sets
broad direction and goals for managing information and supporting delivery
of services to customers and the public and identifies the major IRM activities
to be undertaken to accomplish the desired agency mission and goals.

Subcontractor - An individual or organization participating in the performance
of the work encompassed by a proposal, and utilizing a portion of the allocated
funding, in cooperation with the recognized management and operating (M&O)
contractor.

Subject Matter Expert (SME) - A person or entity who is recognized as an
expert in a particular subject or field.

Sunk Cost - A cost incurred in the past that will not be affected by any
present or future decision. Sunk costs should be ignored in determining whether
a new investment is worthwhile.

Suspense time - The time allotted for a user of the system to perform an
action on a proposal.

Swim lane - The boundary that separates one responsible organizational unit

System - A self-sufficient unit in its intended operational environment,
which includes all equipment, related facilities, material, software, services,

Technical data - One of three categories of information on a proposal in
ePMA. This category comprises scientific and descriptive information, which
describes the work to be performed, the approach to the work and the non-financial
resources, which will be used to accomplish the work. Some of this information

Technical task plan (TTP) - A unit of work funded by the Office of Technology
Development. A TTP is a contract between the principal investigator, the
corporate management, a Department of Energy (DOE) Operations/Field Office,
and a Headquarters Program Manager. The TTP defines the scope of work, the
schedule for delivery of products under that scope of work, and the amount
of funding to be applied to that scope of work.

Template - A template is a copy of the original proposal to be used as a
starting point to create new proposals. Users can copy an existing proposal,
either active or archived, to use as a template to create a new proposal.

Traceability - The ability to trace a project element to other related project
elements, especially those related to requirements.

Unclassified - The designation for information, a document, or material
that has been determined not to be classified or that has been declassified

Version - (1) One of several sequentially created configurations of a data/document
product. (2) A supplementary identifier used to distinguish a changed body
or set of computer-based data (software) from the previous configuration
with the same primary identifier. Version identifiers are usually associated
with data (such as files, databases and software) used by, or maintained
in, computers.

Version Description Document (VDD) - A document associated with a
product release that describes the version released and describes the versions
of the items included in the product.

Version Number - A number that indicates the number of times a proposal

Web application - A system that uses the internet as the primary means of
communication between the system users and the system.

Web browser - A piece of software that runs on a client that allows a user
to request and render HTML pages.

Web server - The server component of the World Wide Web. It is responsible
for servicing requests for information from Web browsers. The information
can be a file retrieved from the server's local disk or generated by a program
called by the server to perform a specific application function.

Work Authorization - The Work Authorization Form is the form the Department of Energy uses to notify the Laboratory that funding will be received for specific projects. The form includes: Budget and reporting (B&R) classification, Technical description of work, Period of performance, Principal investigator (Project Leader), and Expected funding level
Workflow - The sequence of people who sequentially obtain ownership of a
proposal or project for the purposes of performing an action or obtaining
concurrence.
