VISN 2 (Upstate New York) of the Department of Veterans Affairs has a requirement for point of care INR anticoagulation blood meters for all of its medical centers and outpatient clinics. Quotes will be evaluated based on price, as long as a proposal meets the required medical standards. Upon receipt of proposals, the VISN 2 Lab Team will require demonstrations of each proposal's product to ensure that it produces acceptable results, based on the results' timeliness, accuracy, reliability, consistency, and quality control. Units will also be evaluated based on ease and convenience of use for doctors and patients, as well as recording and storage capabilities for test results. Offerors should submit both pricing and product information to the Contracting Officer. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation, using full and open competition. All clauses and provisions are in effect through Federal Acquisition Circular 05-26.
