Overview: The Associated General Contractors of America and OSHA partnered to improve safety and health at construction sites. Goals include annual reductions of 3% in injuries, illnesses, and fatalities, implementation of effective safety and health programs at partner sites and the provision of training to management, supervisors and employees.

Results: This partnership impacts 7 employers and 682 employees. For the combined partnership participants, 1300 training sessions were conducted by non-OSHA staff, with a total of 516 employees attending the trainings and a total of 2200 self-inspections were conducted. For all CHASE participants combined, when comparing the 2006 rates versus the Construction Industry 2005 BLS data, the CHASE participants TCIR is 6.4% below the 2005 BLS rate.

Dimeo Construction's TCIR and DART, respectively, are 29% and 9% below the national average, when compared to the Construction Industry's 2005 BLS data.

Partnership Agreement
Overview: The Associated General Contractors of America and OSHA partnered to improve safety and health at construction sites. Goals of the partnership include: reducing by 3% annually the number of injuries, illnesses, and fatalities affecting participant employers, and implementation of effective safety and health programs at partner sites with a provision of training to management, supervisors and employees.
The partnership continues to focus on construction industry hazards such as: falls; struck-by; electrocutions; and caught-in and caught-between.

Results: The two construction firms in the partnership credit it with promoting increased safety and health awareness among participating sites. OSHA provided training in central and eastern Massachusetts Roundtables. The contractor provided in house trainings to all supervisory staff and foremen. Employees also attended off site trainings at AGC, OSHA Institute, Red Cross. Supervisors (on a daily basis), and the Safety Director (weekly) inspect the sites. The contractor’s insurance loss prevention person also inspects the sites quarterly.

Overview: E.D. Swett, Inc., the New Hampshire Department of Environmental Services, Consultation Program and the Occupational Safety and Health Administration of the United States Department of Labor (OSHA) Concord Area Office (CAO) mutually recognize the importance of ensuring a safe and healthful work environment in the construction industry in the state of New Hampshire.

This partnering agreement, which has been developed for the Granite Street Bridge Project on Granite Street, in Manchester, New Hampshire, will be limited to E.D. Swett, Inc. and associated project employers who have agreed to participate. E.D. Swett, Inc. will request specialty or trade contractors to join the partnership when they start working on the site. The partnership will provide benefits to E.D. Swett, Inc. and the specialty or trade contractors, which include, among others, special recognition from OSHA and priority in compliance assistance programs.

The E.D. Swett, Inc. project consists of the rebuilding of the Granite Street Bridge. It is anticipated that at the peak of the project, E.D Swett, Inc. and its approximately 10 subcontractors will employ approximately 25 trade employees on this project.

Results: During the most recent evaluation period, this partnership impacted one employer and 25 employees. Eight training sessions were conducted by OSHA staff with a total of 25 employees attended providing over 900 training hours. Every person on site received the OSHA 10-hour training, as well as, weekly toolbox trainings. In addition, annually there is a three day Management Safety training session, and a company training day for all employees. OSHA staff provided technical assistance to the partner. Their TCIR and DART rates, respectively, is 63 and 31 percent below the National BLS Averages for their industry.

Overview: This partnering agreement for the project located at T.F. Green Airport in Warwick, RI, will be limited to the Skanska USA Building Inc., and specialty or trade contractors at the site. Skanska USA Building Inc. will request specialty or trade contractors to join the partnership at the time they start working on the site. The partnership will provide benefits to, Skanska USA Building Inc. and the specialty or trade contractors, which include, among others, special recognition from OSHA and priority in compliance assistance programs.

The Skanska USA Building Inc project components consists of an in-line EDS Baggage Handling System, Security Screening Checkpoint Expansion, Administrative Office Expansion, Accelerated Lobby Infill and Pre-Screening Concessions, Security Bypass Sloped Walkways, Concessions Expansion, Ticket Counter Expansion and Bag Belt Consolidation. The project incorporates approximately 93,000 square feet of new construction and 244,000 square feet of renovated space at a projected cost of approximately 80 million dollars.

Results:
It is anticipated that at the peak of the project, Skanska USA Building Inc. Partnership will impact approximately thirty-five (35) specialty or trade contractors, and approximately one hundred and fifty (150) trade employees on this project. The major goals of the partnership are to reduce by 5% annually the number of injuries, illnesses, and fatalities affecting participating employers, with an emphasis on reducing injuries and fatalities resulting from falls, struck-by, caught-in/between, electrocution and trenching. Decrease worker compensation costs and the number of OSHA citations for this project, and sharing best practices. The results of the annual evaluation show the TCIR and DART rates respectively, is 66 and 55 percent below the BLS National Average for their industry. There were over 250 safety training sessions with 265 employees in attendance, that included such topics as First Aid (3 hours) and CPR (2 hours). The site also had 240 self inspections with 35 hazards recognized and abated.

 

Connecticut Center for Science and Exploration Project

Overview: This partnering agreement covers the construction of Connecticut Center for Science and Exploration located in Hartford, Connecticut. The main partner is The Whiting-Turner Contracting Company and this covers any specialty or trade contractors at the site. Specialty or trade contractors will be requested to join the partnership at the time they start working on the site. The partnership will provide benefits to The Whiting-Turner Contracting Company, and the specialty or trade contractors, which include, among others, special recognition from OSHA and priority in compliance assistance programs.

The Connecticut Center for Science & Exploration will consist of a three level cast in place parking garage with a multi level museum structure constructed on top of the plaza level. .It is anticipated that at the peak of the project, The Whiting-Turner Contracting Company and its approximately twenty (20) specialty or trade contractors will employ approximately two hundred (200) trade employees on this project.

Results: This partnership affects about 33 employers and 190 employees. During the first year of the partnership, over 175 Safety Orientations were given to every worker on their first day of work on the project at Whiting-Turner. Finally a HAZWOOPER 8 hour refresher course conducted by Field Safety Corporation.

Whiting Turner developed a safety committee to include one non-Forman/non-safety professional to meet bi-weekly. The committee discusses jobsite hazards and recommendations on how to correct the hazards. Whiting Turner would take the lead to correct the hazards immediately. The contractor conducted over 626 inspections, and 64 hazards found were abated during this rating period.

Overview: To facilitate the goal of reducing occupational related fatalities and serious injuries within the construction industry, OSHA and Turner Construction Company have agreed to enter into a cooperative partnership agreement which will effectively implement all facets of jobsite safety and achieve self-compliance through cooperative efforts from labor, management, and OSHA.

This partnership is designed to address hazards within the construction industry, and to promote and recognize those jobsites controlled by a contractor that have demonstrated an effective safety and health program. The Partnership agreement is an effective tool for ensuring safety at the North Pavilion / Cancer Hospital for Yale-New Haven Hospital.

Turner Construction Company will serve as the general contractor for the $250 million North Pavilion / Cancer Hospital for Yale-New Haven Hospital in New Haven, Conn. The hospital will be the most comprehensive cancer care facility between Boston and New York City. Completion of the tower is scheduled for 2010.

Results: During the most recent evaluation period, this partnership impacted 50 employers and 771 employees. Two training sessions were conducted by OSHA staff and 50 by non-OSHA staff, with a total of 600 employees attending these trainings. Every person on site received the OSHA 10-hour training. In addition, 14 Turner workers and 31 subcontractor workers received the OSHA 30-hour course.

This partnership is designed to address hazards within the construction industry and to promote and recognize jobsites controlled by contractors who have implemented an effective safety and health program.

The Middletown - Norwalk Transmission Project is a system of higher capacity power lines required to address Connecticut’s growing energy needs. The Project has been broken into four segments. The UI and B & V’s portion of the project will consist of the erection of the new Singer Substation in Bridgeport, the construction of 6 miles of underground concrete-encased duct line, and the connection of underground lines to the Singer and Pequonnock substations.

Overview: This partnering agreement involves Consigli Construction Company, Inc. and the project is the construction of the Combat Training Pool located at Naval Station Newport and Officer Training Command in Newport, Connecticut. The Project consists of a naval combat pool facility that is being built to accommodate the necessary training and support functions for naval aquatic survival and officer accession training. The facility will include a 25 yard 8 lane pool with a 3 meter diving platform to be used for basic swim qualifications and man overboard training; male and female locker and shower rooms; observation office; first aid; laundry and storage rooms. The 11,280 square foot training facility will provide a current and secure training and support location to maximize effective naval combat and survival training. The primary function of the facility is combat training. The 4.8 million dollar project is scheduled for completion in October 2008. The goals for this partnership include: 1) reduce workforce fatalities, serious injuries, and illnesses and provide a safe work environment for employees at the Project; 2) reduce by 5% annually the number of injuries, illnesses, and fatalities affecting participating employers, with an emphasis on reducing injuries and fatalities resulting from falls, struck-by, caught-in/between, electrocution and trenching; and 3) decrease worker compensation costs and the number of OSHA citations for this project.

Overview: This partnering agreement involves Consigli Construction Company, Inc. for the Penobscot County Judicial Center. The Project will create the first courthouse in Bangor, ME that consolidates all the courts into one building. The building will play an important role in serving the needs of area residents and the judiciary, as the approximately 90,000 square foot structure will incorporate a total of seven courtrooms. A structured parking garage below the building will accommodate 60 staff vehicles and a state-of-the-art security system will control access to all parts of the building. The 37 million dollar project is scheduled for completion in October 2009. The goals for this partnership include: 1) reduce workforce fatalities, serious injuries, and illnesses and provide a safe work environment for employees at the Project; 2) reduce by 5% annually the number of injuries, illnesses, and fatalities affecting participating employers, with an emphasis on reducing injuries and fatalities resulting from falls, struck-by, caught-in/between, electrocution and trenching; and 3) decrease worker compensation costs and the number of OSHA citations for this project.

Overview: To advance the importance of ensuring a safe and healthful work environment in the construction industry in the State of Connecticut, the partnership between Petra Construction Corp, the BAO and CONN-OSHA has been established to formalize a cooperative effort between these entities, encourage companies to improve their safety and health performance voluntarily, provide methods to assist them in their efforts, and recognize companies with exemplary safety and health programs.

This partnering agreement is for the construction of a 12,000 square foot residence located in Guilford, Connecticut. The project consists of the erection of a 2.5 story wood frame residence. This Partnership will provide training and education for up to 30 subcontractors. Workers for these subcontractors are exposed to the four recognized hazards within the construction industry which are falls, electrocution/electrical shock, struck-by and caught between hazards. Many of these small subcontractors lack sufficient resources to conduct safety and health training. The purpose of the partnership is to provide training in recognizing the four hazards in the construction industry, develop methods of controlling and/or eliminating the hazards, identify predictors of unsafe acts, and build and reinforce a culture of safety and health within the workplace.

Overview: OSHA and Barr and Barr Builders, Inc. signed a partnership agreement to provide a safe and healthful work environment for construction workers at the Eastern Maine Health Systems Brewer Professional Center worksite in Brewer, Maine. The Partnership, in particular, will focus on construction industry-related injuries and illnesses such as falls; electrocution or electrical shock; struck-by; and caught between hazards. The purpose of the Partnership is to provide training in recognizing the four hazards in the construction industry, develop methods of controlling and/or eliminating the hazards, identify predictors of unsafe acts, and build and reinforce a culture of safety and health within the workplace. The partnership will pursue training and education for up to 15 subcontractors.

The project consists of the construction of a three story 136,000 square foot building with a full basement and a mechanical penthouse on the roof. The building will have a structural steel frame, metal panel and curtain wall exterior, and a flat membrane roof. The building will house a cancer treatment center that includes chemotherapy infusion bays, CAT scan facilities and three linear accelerators.

The Project is scheduled for completion in October 2009.

The project involves the construction of a 4,500 car pre-cast parking garage over the Amtrak right of way, a commuter train platform, and a multi level car wash and fueling station for rental cars. Overview: Recognizing the importance of providing a safe and healthful work environment for all employees performing work during the reconstruction of the Ocean House Hotel project located in Watch Hill, Rhode Island. The Occupational Safety and Health Administration (OSHA)’s Providence Area Office, Rhode Island Consultation Program and Dimeo Construction Company is expected to sign a partnership agreement to develop a working relationship that results in decreased serious injuries; illnesses; and fatalities for participating contractors and improvement of existing safety and health programs.

Goals of this partnership include: reducing workplace injuries and illnesses by establishing a workplace where recognized industry hazards are minimized and controlled through the creation of a pro-active health and safety culture. Provide safety and health training to all employees. The agreement will targets the prevailing hazards in the construction industry; falls electrocution/electrical shock, struck-by and caught in between. Improvements in these areas will be accomplished through demonstrated leadership and the development and implementation of effective health and safety management systems.

The project consists of reconstruction of the 120,495 square foot hotel. The south wing of the hotel will precisely replicate the original building which dates back to 1908. In addition there will be a 31,928 foot internal, underground parking garage. The project is scheduled for completion in June 2009.
