AIDS research: an outsider's view.

Major changes in the way HIV/AIDS research is funded and conducted are about to be forced on researchers by the federal government. "Ring-fenced" funding will no longer be the norm. It is time to ask how effective current structures have been, and what new structures should be advocated. The place of national research centres is being questioned by government, community and some professional researchers. It will be the contention of this paper that Australian AIDS research performance in all areas has suffered by an overcentralisation and corporatisation of the effort, and that a greater emphasis on project-based grants may encourage more diversity and produce better work. There is a need, however, to ensure the transition is handled carefully. In clinical research, there is a need for new approaches to augment conventional trials so that longer-term clinical and economic data can be produced.
