3/4/02 AGS electrician measured the loads of all circuit breakers at the breaker panel A,B,C & E. All breakers are 20A, except the double breaker labelled like 21-23 that is 208V, 20A. Thus it caused current imbalances in the covered cable trays that caused ground noises. The total ground current upstairs was reduced from 11.5A to 3.3A after the neutrals wires were properly installed. Further inspection found CB 40A has a 1.5A ground current and further this is from one of the fan module on top of rack L15. Replacing this module results in 0 ground current in 40A and reduces total ground current from 3.3A to 2.5A.
