 Termination/Cancellation of All Ten-Digit Antidumping/Countervailing Duty (AD/CVD) Case Numbers Ending in 999
(07/28/2005)In a memorandum dated October 6, 2000, the field was instructed to use the 10-digit AD/CVD case numbers ending in “999” on entries for which CBP did not have the name of the company involved in the antidumping or receiving a countervailing subsidy. The subject on the memorandum was “(1) Instructions for Reporting “Unknown” Companies in AD/CVD Cases, (2) Instructions for Termination of Suspension of Liquidation in AD/CVD Cases”. The case numbers ending in “999” were only to be used if the name of the company could not be determined even after the invoice and other documentation had been reviewed and the importer had been contacted. The Department of Commerce (DOC) never fully implemented this policy. As a result, the AD/CVD team requested these suffixes be “turned off”. DOC has complied with our request by putting a date in the “TRM LIQ SUSPENSION” field. This ensures entries filed under the ‘999’ suffixes will not encounter processing errors within ACS.
