The Seattle District Corps of Engineers has a requirement to design and construct (Design-Build) a two-story standard design company operations facility for the Ranger Support Company and Headquarters and Headquarters Company. The administrative areas will include offices, open office areas, conference rooms, latrines, showers, and lockers. The readiness areas will include TA-50 lockers, equipment layout areas, arms rooms, storage cages for NBC equipment, supplies, and communications equipment. The facility will include both NIPR and SIPR communications with a protected distribution system. Antiterrorism/force protection features will be provided to include building electronic access control, intrusion detection, surveillance, and mass notification systems and perimeter barriers. Supporting facilities shall include utilities, electric service, pavement, sidewalks, curbs and gutters, storm drainage, fencing, and information systems. Demolition includes two buildings totaling 9,433 SM(101,536 SF). Air conditioning will be provided. The estimated magnitude of construction for this project is between $25,000,000 and $100,000,000. The NAICS code for this project is 236220 with a small business size standard of $33.5M. The solicitation will be issued as unrestricted as to business size and will be issued as a One Phase Design-Build Request for Proposal utilizing the best value process as defined in Federal Acquisition Regulation (FAR) Part 15 and will include price and non-price evaluation factors. A firm-fixed price contract will be negotiated as a result of the solicitation. As previously stated, this project is unrestricted as to business size, therefore it is open to all responsible businesses, large and small. On or about 15 January 2009, the solicitation documents for this project will be available via the Federal Business Opportunities (FBO) website at https://www.fbo.gov/ under solicitation number W912DW-09-R-0008. You must be registered with the FBO website to download the solicitation documents. NO CDs OR HARD COPIES WILL BE MADE AVAILABLE.
