The Career Development Services System has resulted in a systematic change to Job Corps delivery of services to students, changes of job tasks and responsibilities for staff, and additional  staff for newly created positions.

As a National Training Contractor (NTC), we must coordinate with each regions CDSS plan, in addition, to working with each centers annual CDSS plan.  Therefore, we are providing a directory of our programs and contact staff to assist the Job Corps Community in coordinating services for students in our Job Corps Training Programs from Outreach and Admissions to Career Transition Services.

PROGRAM HISTORY AND DESCRIPTION

	The International Union of Operating Engineers (IUOE) Job Corps Training Program has been a Job Corps **national training contractor since 1966.  In fact, the IUOE was the first union to participate in the Job Corps, and has proudly continued to provide exceptional training to young men and women for over three decades.

	The IUOE enjoys a nationally recognized reputation for providing workers with the skills they need to succeed in both the operating and stationary engineer occupations.  As part of the IUOE umbrella, the IUOE Job Corps Training Program provides its students with those same skills on a fundamental level, preparing them to be productive members of their working environments.  IUOE apprenticeship and training programs are valued contributors to the IUOE Job Corps Training Programs success, as they offer assistance in identifying industry needs, tailoring training to meet those needs, supplying training resources, and coordinating with employers to obtain employment for successful Job Corps graduates.  For the Job Corps student, an IUOE apprenticeship program can be the link between the Job Corps and a successful career path.

	Attached are charts describing the training provided by the IUOE Job Corps Training Programs, locations of programs, IUOE Job Corps Coordinator contacts, and appropriate CIP codes and O*Net codes.

Heavy Equipment Operator
Salary $15,000 - $66,000

Students in this program are trained to become entry-level heavy construction equipment operators.  During their training students learn to operate seven different types of construction equipment, including bulldozers, front-end loaders, backhoes, graders, scrapers, rollers and forklifts.  Every student has the opportunity to gain proficiency in a variety of functions on various equipment.  In addition, students are taught how to read and set grade stakes to assist in project engineering.
Classroom-related education is incorporated into hands-on training, with a heavy emphasis on safety.  Students are tested periodically throughout their training to ensure that they have achieved the skill levels reflected on the Training Achievement Record (TAR), and are operating the equipment in a safe and effective manner.

Heavy Construction Equipment Mechanic
Salary $21,000 - $66,000

This program is a complement to the heavy equipment operator program, as students are trained to be entry level, heavy equipment construction mechanics.  In this capacity, students gain expertise in a variety of skills, including engine and transmission repair, welding and cutting, working with electrical and hydraulic systems, lubrication and equipment maintenance, pump and compressor repair, safety, and deciphering equipment manuals.  In fact, mechanic students perform basic maintenance and repair of equipment for the Job Corps heavy equipment operator programs.  Training takes place in a shop, on a training project, and in the class room.

This program provides students with the necessary skills for entry level employment in the paving industry.  Basic training is provided in the operation of dirt and asphalt construction equipment.  By teaching students to operate both types of equipment, they gain relevant knowledge in operating equipment that is required in virtually all stages of a paving project.  Students are routinely evaluated to verify that they have achieved the skill levels listed on the TAR, and receive classroom instruction to complement the hands-on training components.

Asphalt Paving (Advanced)

Enrollments in this program stem from graduations from the IUOE heavy equipment operator and basic paving programs.  Students must possess basic skills in the operation of heavy equipment, and a deep familiarity with the construction industry work environment in order to master the more intricate operations taught at this advanced level.  Projects entail paving actual Job Corps Centers.  Because students travel to various centers to complete projects, it is vital that they not only exhibit superior operational skills, but also the maturity to serve as ambassadors for the IUOE Job Corps program.

Surveyor 
Salary $22,000 - $77,000

This program provides students with entry level skills in the field of surveying.  Students learn the various types of surveys, survey terminology, how to care for survey equipment, and how to organize a survey crew.  Not only do students achieve basic skills such as identifying and driving stakes, setting of witness stakes, using hand and arm signals, and pacing, but also advanced skills such as the use of total station electronic distance meters, automatic levels, theodolites, prisms, and radial taking and topography.  Strong math skills are essential in this program.  At completion students have achieved 500 to 1,500 hours of on-the-job experience coupled with extensive, trade-related classroom training.

Stationary Engineer
Salary $25,000 - $56,000

This program prepares students for entry level employment as stationary engineers.  Students are instructed in a number of areas of expertise, including safety; use of trade-related hand and power tools; maintenance and operation of refrigeration units along with safe handling in the storage, recovery, reclaiming and recycling of refrigerants; how to identify, adjust, and replace wall thermostats; troubleshooting and repair of electrical components; boiler service and repair, pump installation and repair, and working with fire suppression systems and automated fire control units.  Courses taught in a classroom setting supplement the hands on training, such as reading blueprints and schematics, and working with electricity.
