6/ Beginning with the March 1998 CPS, people with no coverage other than
access to Indian Health Service are no longer considered covered by health
insurance; instead, they are considered to be uninsured. The effect of
this change on the overall estimates of health insurance coverage is
negligible; however, the decrease in the number of people covered by
Medicaid may be partically due to this change.

11/The 2003 CPS asked respondents to choose one or more races. White alone refers

this single-race population does not imply that it is the preferred method of presenting
or analyzing data. The Census Bureau uses a variety of approaches. Information on
people who reported more than one race, such as “White and American Indian and
Alaska Native” or “Asian and Black or African American,” is available from Census
2000 through American FactFinder. About 2.6 percent of people reported more than
one race in 2000.
12/The 2001 CPS and earlier years asked respondents to report only one race.
The reference groups for these years are: White, White not Hispanic, Black, and
Asian and Pacific Islander.
13/Black alone refers to people who reported Black or African American and did not
