Creating an Animal Group

While there is more than one way to create an animal group, the following methods are recommended: 1. while creating a certificate, 2. through the "Address Book" link located on the data tab at the top of your screen.

1A. After an owner has been applied to a certificate you will be asked to select a species.
1B. After selecting the desired species you will be taken to the Animal Groups page, where you have the option of creating a New Animal Group. Left click on the New Animal Group button. Note: It is recommended that you verify the group does not already exist by attempting to search for the group name before creating the new group.
1C. Complete the specified required fields, and left click the Save button at the bottom of the screen.
1D. After clicking save you will be at the Animal Detail page where you may add Images, continue making the certificate by left clicking the Add to Certificate button, or save the certificate for later by clicking the Save for Later button.

2A. Left click on "Address Book" located on the data tab at the top of your screen.
2B. Left click on "Owners" from the contact type list.
2C. Enter the name of the owner you wish to add a new animal group for, or left click on the Search button leaving the entry field blank to return a list of all owners in your practice.
2D. Left click on the name of the owner you wish to select.
2E. Left click on the Go to Animals button.
2F. Left click on the type of species you wish the new group to be.
2G. Left click on the New Animal Group button.
2H. Complete the specified required fields, and left click the Save button at the bottom of the screen.
2I. You then have the option of adding Images, adding Tests, or Vaccines.

Creating a Consignor/Owner

Creating a Destination Address

1A. After you select a Consignee you will be able to review the information about that Consignee.
1B. Click on the 'add new address' link located below the Consignee information.
1C. Fill in the required information pertaining to the Destination.
1D. Left click the Save button at the bottom of the screen.
1E. Continue completing the certificate by left clicking on the Add to certificate with Destination button, next to the desired destination address.

2A. Left click on the "Address Book" located on the data tab at the top of your screen.
2B. Left click on the "Consignees" from the contact type list.
2C. Enter the name, or partial name, of the Consignee you wish to add a new destination for and then left click the Search button.
2D. Left click on the name of the Consignee you wish to select.
2E. Left click on the 'add new address' link.
2F. Fill in the required information pertaining to the Destination.
2G. Left click the Save button at the bottom of the screen.

Creating an ICVI Form

Note: When creating new certificates there is a Certificate Status Menu that shows the steps to be completed. To return to a previous step to make corrections, left click on the Previous step button located at the top of this menu. In the future you will be brought to an active edit mode once you reach the preview stage.

1. Left click on the Create New link located on the certificates tab at the top of your screen.
2. Left click on the Official Certificate of Veterinary Inspection icon.
3. Create a New Owner or enter the name of an existing owner in to the entry box and left click on search.
4. After searching, select an owner by left clicking on their name from the list.
5. Add the owner and destination to the form by left clicking the appropriate Add to Certificate with Origin button if you have created an Origin address. Origin city and state are required fields; see Origin to create an origin address.
6. Select desired species from the list.
7. After selecting a species, create a new animal group or select an animal group by typing the name into the entry field and left clicking on search. You may left click on search leaving the entry field blank to return a list of all animals within the selected species for the owner. See Creating an Animal Group to create new animals.
8. You may apply multiple animal groups to a single ICVI form, as well as multiple animals to the same group. To add multiple groups to an ICVI, left click in each desired checkbox in the Apply column, and click on Add to Certificate. To add animals to the group, left click on the desired animal group link, then left click on the "Add additional animals to group" link at the top of the list of primary ids.
9. You will then go to the Animal Tests Page where you may create a new test or apply test results by left clicking on the box in the Apply column, and then left clicking on the Add to Certificate button. Note: The box must be checked to apply the test to the form. See Tests to create new tests. You must add tests for each group applied to the certificate. If vaccinations are not required skip to step 11. See Lab to create new labs.
10. You will then go to the Animal Vaccinations page where you may create new vaccinations or apply existing vaccinations by left clicking on the box in the Apply column, and then left clicking on the Add to Certificate button. Note: The box must be checked to apply the vaccination to the form. You must add tests for each group applied to the certificate. See Vaccinations to create new vaccinations.
11. If vaccinations are not required, left click on continue without adding to skip the vaccination step.
12. Create a New Consignee or enter the name of an existing consignee in to the entry box and left click on search. See Consignee to create a new consignee.
13. After searching, select a consignee by left clicking on their name from the list.
14. Add the consignee to the form by left clicking on the appropriate Add to Certificate with Destination button if you have created a Destination address. Destination city and state are required fields; see Destination to create a destination address.
15. Create a New Carrier or enter the name of an existing carrier in to the entry box and left click on search. See Carrier to create a new carrier.
16. After searching, select a carrier by left clicking on their name from the list.
17. Add the carrier to the form by left clicking on the on the Add to Certificate without Location button, or click the Add to Certificate with Location button if you have created an additional address. See Location to create a location address.
18. Complete the specified required fields, and left click the Add to Certificate button.
19. You will then see a preview of your final certificate. Review the form to make sure all information is correct before committing.
20. If all information is correct, left click on the Commit Certificate button. If you are awaiting test results from an online lab, left click on either Save for Later button.
21. Left click on Open Certificate for Printing.
22. To print left click on the File menu on your browser. Left click on Print, and left click on OK.
Note: Limits for keeping certificate on a single page:
6 total header lines, as enforced by the system administrator
1 test and 1 vaccination
2 lines for consignor or consignee name
2 lines for consignor or consignee address
1 line each for Purpose of Movement, Permit No, Brand Inspection, Herd Status Number, Primary ID Type, Secondary ID Type, Vacc Tattoo, Breed, Age or DOB, Animal ID, Vaccine, Vaccine Type, Manufacturer, Lot No.

Creating a Location Address

Creating an Origin Address

Creating a Zip File

Appears in the report section of the system and initiates a data export routine that creates a compressed file format on your hard drive containing all certificate data for administrative purposes. Files will be exported in text format and will need to be imported into a database application. Note:You may view a description of the export fields in the README file. Follow the following procedures to create and view a data export using MS Excel or MS Access:

Create Export using Microsoft Excel

1. Left click on Create Zip File icon located at the bottom right of the report list.
2. Save the file to a disk or hard drive.
3. Extract file using an unzipping program.
4. Within the Microsoft Excel application go to the File Menu and select open.
5. Locate the extracted file folder in the open dialogue box and change the file type to text file.
6. Open the file. The Microsoft Excel text import wizard will then appear. Select the Delimited file type and click on finish.

Create Export using Microsoft Access

1. Left click on Create Zip File icon located at the bottom right of the report list.
2. Save the file to a disk or hard drive.
3. Extract file using an unzipping program.
4. Open Microsoft Access. Choose the open an existing file option.
5. Locate your extracted text files and select the one you wish to import. Select open.
6. Select the Delimited text option and click on next.
7. Select the tab option and click next. Finish through with the rest of the import instructions.

Definitions and Terms

Accredited Veterinarian - A veterinarian, licensed and accredited by the authorities of the state of origin, or a regulatory veterinarian employed by the USDA or by the state of origin.

Carrier - The person(s) or business physically transporting the animal from place of origin to place of destination.

Consignee - Receiver of the animal; buyer.

Consignor - Owner of the animal; person selling or shipping.

Create Zip File - Appears in the report section of the system and initiates a data export routine that creates a compressed file format on your hard drive containing all certificate data for administrative purposes.

Destination - Location the animal is going to other than the Consignee's address; i.e. - a stable or market address.

EIA/Coggins - Federal form used for the tracking and reporting of Equine Infectious Anemia.

For Sale Form - Form currently used by the Florida Division of Animal Industry to document the transfer of ownership of dogs or cats.

Herd Status Number - Applicable Accredited Bovine TB Herd number, Qualified PRV Herd number, Validated Swine Brucellosis Herd number, Certified Bovine Brucellosis Herd number, Monitored Feeder Pig Herd number.

Interstate Certificate of Veterinary Inspection (ICVI) - A legible certificate made on an official form from the state of origin or from the USDA, issued by an authorized representative, and approved by the chief livestock regulatory official of the state of origin.

Location - Address used for alternate addresses of carriers with more than one location.

Offline Labs - Labs that are not electronically connected to the ICVI system, requiring that you have test results mailed in paper form before you may complete the online test.

Origin - Location the animal is moving from other than the Owner's address; i.e. - a stable or market address.

Permit Number - Prior entry permission granted by the destination state to transport applicable animals/animal species into the destination state.

Deleting Animal Groups

While there are three different ways to delete an animal group, the following method is recommended:

1. Left click on "Animals" located on the data tab at the top of your screen
2. Enter the name of the group if you only wish to delete a single group, or click search leaving the entry field blank to display a list of all animal groups within your practice.
3. Select the Check box in the "Delete" Column next to the animal group(s) you wish to delete. Note: You must have this box checked in order to delete the animal group.
4. Left click on the "Delete Selected Items" button located at the bottom of the list
5. Verify the selected groups are correct, and click the "Continue" button at the bottom of the list. The screen then returns you to the list of remaining animal groups.

Deleting Tests/Vaccinations

The following method is recommended for deleting Tests and Vaccinations:

1. Left click on "Animals" link located at the top of your screen
2. Enter the name of the animal group, or click search leaving the entry field blank to display a list of all animal groups within your practice.
3. Left click on the desired animal group containing the test or vaccination you want to delete.
4. Left click on the "Go to Tests" or "Go to Vaccinations" button.
5. Left click on the name of the Test or Vaccination you wish to delete.
6. On the Edit Animal Test/Vaccination page, scroll to the bottom of the page using your browser's scroll bar on the right of the window.
7. Left click on the "Delete this Test/Vaccination" button at the bottom right of the page.

Digital Images

Note: Some Internet Service Providers have restrictions on the size of file uploads that can be made at a single time. If you are connecting to the internet using a modem, particularly with America Online, and you are having problems with the upload completing try loading images one at a time.

Using your Digital Camera: (Adobe Acrobat Reader pdf file)

Uploading New Images: After creating a new animal group, click on the "Go to Images" button on the Animal Detail page. Click on the radial dial next to "Upload New Image…" to load up to three images. For each image, left click on the browse button. Once you find the correct image file, left click on its name and left click on the open button. Continue this process for images 2 and 3 if applicable. After all three images show a path in the field to the left of the browse button, left click on the save button below the Image 3 information. After Clicking "Save" you will be returned to the Animal Detail page where you may view the loaded images. Note: You will only be able to load one image for canine and feline animal groups.

Replacing / Removing Existing Images: If you find you have loaded an incorrect image you may replace it or remove it by left clicking on the "Go to Images" button on the Animal Detail page. To remove an image, click the left click the radial dial next to "Delete this Image" below the respective Image. To replace an image with a new one, left click the radial dial next to "Upload new image…" and left click on the browse button. Open the new image file and left click on save below Image 3 information (if applicable). After clicking "Save" you will be returned to the Animal Detail page where you may view the corrections. Note: You will only be able to load one image for canine and feline animal groups.

Edit / Save

By clicking the Save for Later button on the certificate status menu, you may save a certificate at any step. Most common uses of the Save for Later function are when users are waiting for test results from online labs to be applied to their animal groups.

Completing a saved certificate: To complete a saved certificate, left click on the Edit/Save link located on the certificates tab at the top of your screen. Scroll down the page until you see the certificate you wish to complete and left click on the load button next to that certificate. You will then be taken to the last step you were at when the certificate was saved.

Deleting a saved certificate: If you do not wish to complete a certificate you have saved, you may delete it with now charge by left clicking on the Edit/Save link located on the certificates tab at the top of your screen. Left click on the Delete button next to the saved certificate that you wish to delete. Verify the selected certificate is the correct one to delete and left click on the Continue button. You will then be returned to your Saved certificates list where you may delete another certificate or load a certificate.

Tests and/or vaccinations are not appearing on my previewed certificate...

This is usually due to the test or vaccination being incorrectly applied. From the preview step, left click on the "Return to Previous Step" button located on the Certificate Status menu until you are returned to either the Animal Tests page or Animal Vaccinations page depending on your specific problem. Verify that the check box in the apply column is marked next to the tests and/or vaccinations you wish to apply before left clicking on "Add to Certificate".


I received an error message with no further explanation...

Unspecified error messages are returned when an illegal function has been performed. The most common case for this error is searching for an item (Owner's name, Animal's Name, etc.) that contains an apostrophe. While the system lets you enter an apostrophe and you may correctly view a name containing an apostrophe, you can not search for an item with an apostrophe. Limit your search to the characters (letters) in front of the apostrophe.


I have multiple animal groups with the same name for the same owner, how do I figure out which one is correct?

The easiest way to avoid having multiple animal groups with the same name for the same owner is to assign unique group names, even if you plan on deleting the group in the future. Before you create a new animal group try searching for the name you plan to use and see if you already have a group with the same name. If you do, consider revising the new name before creating. To check which one of your current groups is the correct one, left click on the Animal link located on the data tab at the top of your screen. Enter the name of the animal group, and left click on search. Left click on each animal group listed to verify the information. When you find the group that has the correct information, delete the remaining invalid groups by following the delete group instructions.


I found a mistake after committing the certificate, how do I make a request to void?

To make a request to void a certificate, you should contact USDA/APHIS.


How do I know what kind of certificate to use?

Currently a Coggins form is required to accompany an Equine ICVI. ICVI (Official Certificate of Veterinary Inspection) forms are used for all interstate animal movements. For Sale forms are currently required in the State of Florida for the purposes of transferring ownership of a dog or cat. Check the state regulations to determine whether or not an ICVI is required for intrastate movement in your state.


How do I use the multi select function on the Animal Vaccinations page?

To use the multi-select function on the vaccination page hold down the "Ctrl" key located below the "shift" key on your keyboard and simultaneously left click with your mouse to select or unselect the desired vaccinations.


What are the limitations for a certificate to print on a single page?

How do I print documents from the weekly batch zip file (state users only)?

To Batch Print: From the Batch Download page,
1. Click on the desired batch file.
2. Save the file to your computer.
3. Go to the folder on your computer where you saved the batch file.
4. Double-click on the batch file to open WinZip.
5. Shift-click first and last certificate numbers to select a block of certificates.
OR
5. Ctrl-click individual certificate numbers to select specific certificates.
OR
5. Click on 'Actions' in the menu bar at the top of the WinZip window,
and then click on 'Select All' from the pop-up menu if you want to print all certificates.
6. While selected certificates are still highlighted, place the mouse
pointer over one of the selected certificates, and RIGHT mouse click.
(If the mouse pointer is not over one of the selected certificates when
you right mouse click, the certificates will become unselected.)
7. Select 'Print' from the pop-up menu.

Additional suggestion: Rather than printing certificates on paper, you can probably fit several batch download files on one CD. The CD will take up less storage room than the corresponding amount of paper, and after burning a 'write-once' CD, the files on the CD are permanent. (Be sure to check the CD after burning to verify the CD has the files you want, and you are able to open them and look at certificates.) If a paper copy is needed later, it can be printed from the CD using the method illustrated above in steps 4 - 7.

I need to add a permit number to my certificate, how do I add a permit number after committing the certificate?

Normally, changes after committing a certificate are not allowed. A 'pre-commit' process has been incorporated to allow for adding a permit number after getting a certificate number. Note that in this special processing, only the permit number can be modified after indicating it as a 'permit pending' certificate. Certificates waiting for permit numbers will not be reported to state veterinarian offices.
1. Complete the certificate as you normally would, leaving the permit number blank on the Additional Information page.
2. On the preview page, click on the 'Permit Pending' button. This will generate a certificate with a certificate number, with a watermark 'Pending Approval.'
3. Print the certificate to fax to the permitting state, or call the permitting state to give them the certificate number.
4. When you have the permit number, go to the Pending Certificates list. Those waiting for permit numbers will be indicated by 'Permit Pending' in bold beneath the owner name.
5. Click on the 'Load' button to go to Permit Number entry.
6. Enter the permit number and click on 'Add to Certificate' button.
7. Click on 'Commit Certificate' to complete the certificate commit process. At this point, the certificate will be included in reports to state veterinarian offices.

Internet Explorer Properties

Ensure that Active scripting is enabled. To verify this you may either 1. right click on the internet explorer icon on your desktop and select properties, or 2. open your browser, left click on the tools menu at the top of your screen, and left click on internet options. Left click on the "Security" tab, and then left click on the "Custom Level…" box. Using the arrows, scroll down to Scripting. Click the radial dial next to enable below the Active scripting heading. Click OK on the Security settings applet, then click OK on the Internet Options applet.

Printer Settings

When printing certificates, make sure that your paper size is set to Letter 8 ˝ x 11 in. and that your orientation is set on Portrait, and Printable Area is set on Standard. To ensure these settings, left click on the File menu at the top of your browser, and left click on print. Left click on the Paper tab, and adjust your settings as previously specified.

Session Expiration Error

For increased security purposes your session will expire after 30 minutes without activity. Every time you access a new page in the system the 30 minute time period will reset. After your session expires an error message will be generated indicating that you are required to log back into the system. Once your session expires you will lose your current place in the certificate process, therefore it is advised that you save for later if you know that you may not be able to continue making a certificate before your session expires.

Signing Off

You are automatically signed off of the server every time you close your active browser window, or lose your internet connection. To ensure your security, it is recommended that you sign off by clicking on the GVL logo at the top left hand corner of your browser window. Doing so will return you to the public site where another user may log in.

Stored Tests/Vaccinations

Tests and Vaccinations can be kept in a stored list, to apply in the future. See Tests and Vaccinations regarding information for adding a Test or Vaccination. In both cases, there is a checkbox near the bottom of the page, indicating to keep the test or vaccination in your stored list. To do so, simply left click in the checkbox. To use the stored tests or vaccinations, simply click on the "Stored Tests/Vaccinations" link located at the top of the Tests/Vaccinations list on the Animal Tests/Vaccinations page.

Tests

Creating New Tests via Offline Labs: While there is more than one way to create new tests for an animal group, the following methods are recommended: 1. while creating a certificate, 2. through the "Animals" link located on the data tab at the top of your screen.

1A. After an animal group has been applied to a certificate you will be brought to the "Animal Tests" page, where you will click on Add new test to create a new test.
1B. Select a lab from the Off-Line Lab list by left clicking on the name of the desired lab.
1C. Complete the specified required fields, and click save.
1D. You will then be returned to the "Animal Tests" page where you may continue completing the current certificate.

2A. Left Click on the "Animals" link on the data tab at the top of your screen.
2B. Enter the name of the Animal group you wish to create a test for, or left click on the Search button, leaving the entry field blank to return a list of all animal groups in your practice.
2C. Left click on the name of the animal group you wish to create a test for.
2D. Left click on the "Go to tests" button located above the animal information list.
2E. Proceed with the steps outlined in 1A thru 1D

Vaccinations

While there is more than one way to add vaccinations the following methods are recommended: 1. while creating a certificate, 2. through the "Animals" link located on the data tab at the top of your screen. Note: If no vaccinations are required, you may left click on the continue without adding button to skip vaccinations.

1A. After an animal group has been applied to a certificate and desired tests have been applied, you will be taken to the Animal Vaccinations page where you may add a new vaccination, apply an existing vaccination, or load a vaccination from your stored list.
1B. Left click on the add new vaccination link
1C. Complete the specified required fields, and left click the Save button at the bottom of the screen. Note: to use the multi-select field for vaccinations, hold down the Ctrl button on your keyboard and left click on your desired selections. Scroll up and down to view all the selections. Name of vaccination must be highlighted or it will not be created.
1D. You will then be returned to the Animal Vaccinations page where you may continue completing your certificate by left clicking on the box in the apply column, and left clicking on the Add to Certificate button. Note: the box must be checked for the vaccination to be applied to the certificate.

2A. Left click on the "Animals" link located on the data tab at the top of your screen.
2B. Enter the name of the Animal group you wish to create a vaccination for, or left click on the Search button, leaving the entry field blank to return a list of all animal groups in your practice.
2C. Left click on the name of the animal group in the list you wish to create a vaccination for.
2D. Left click on the "Go to Vaccinations" button located above the animal information list.
2E. Continue with steps outline in 1A thru 1D.
