DESCRIPTION OF SERVICES


The Air Force, requires assistance in establishing and maintaining a technologically advanced and environmentally effective depot, responsible for maintenance, repair and overhaul (MRO) operations of United States aircraft, engines, and other aircraft accessories.


The purpose of this document is to convey the scope and type of contract performance required for the Propulsion Environmental Working Group (PEWG). The Department of Defense (DoD) and Tinker Air Force Base (OC-ALC) has a need for Engineering Services expertise to include program management. This is an Engineering Services (ES) requirement consisting of a number of diverse efforts designed to improve the effectiveness and efficiency of the DoD maintenance/overhaul/repair facilities. This ES requirement will be fulfilled by the issuance of individual task orders to meet defined specific goals. Each task order shall specifically address the task requirements, project scheduling, and other related performance criteria. This requirement includes program oversight, market research, road mapping, task recommendations, data inputs, and awarded tasks.

Scope: - The contract will be divided into two separate functions: The core of the contract consisting of Program Management and the second half consisting of task order assignments. Program Management involves the strategic direction of long term program objectives and means of accomplishment. Task Management addresses the tactical accomplishment of accepted tasks. Anticipate approximately twenty two task orders annually; however task orders are not guaranteed but dependant on performance under the program management. Each task order shall specifically address task requirements, project scheduling, and other related performance criteria.



The contractor shall ensure the required functions are accomplished as follows


a) Program Management functions:


1. Program management, including governance, communication, program funds tracking, change management and IT support, as required


2. Strategic alignment and deployment, including definition and standardization of future state depot processes essential to Oklahoma City Air Logistics Center (OC-ALC) and specifically 327 ASW operations


3. Mentoring, training, and coaching of AFMC personnel on proven commercial business processes


4. Current depot MRO and transformation operations baseline analysis, performance measurement and evaluation of improvements against previous baselines


5. Mentoring, training, and coaching of OC-ALC personnel on Federal Aviation Authority (FAA), and other commercial Aerospace Industry Association (AIA) air-worthiness matters



6. Strategic Vision Efforts: Conduct Market Research to be aware of current and future "Green Efforts" and potential process improvements

a. Market Research for present and future technology


b. Analyze discovered technologies for DoD


c. NATO Research and Technology Organizations
d. Involvement and Keeping up to date with SERDEP (Strategic
Environmental Research & Development Program) and ESTCP (Environmental Strategic Test and Certification Program)

e. Knowledge and Evaluation of future weapon system requirements


f. Knowledge of existing DOD MRO industrial capabilities


8. Provide analysis that will lead to solutions. The contractor shall assist the AF PEWG Chair, Propulsion Director of Engineering (DOE) Propulsion Technology Office (PTO), and Propulsion Chief Engineer, Propulsion Sustainment Technology Working Group (PSTWG) in providing analysis and planning for future program options supporting activities in the FYDEP


9. This effort requires the contractor to work with Department Under Secretary of Defense (DUSD), NATO, HQ USAF, HQ AFMC, ASC and other DoD, government and non-government entities. The contractor shall possess knowledge of Center Working Group (CWG) Technology Working Group activities, Joint Support Groups (JSG) and PEWG activities


10. Additional Program Management responsibilities include development of a collaborative working relationship between Depot Process and Weapon System engineers, Industrial Base, Research Laboratories, Academia, and additional foreign sources is critical. To facilitate this relationship a yearly conference will be held providing task group status, roadmap modifications, and new business (Cost/Risk) sharing opportunities. New teams will be formed following each meeting


11. Specific Program Management Tasks:


a. Advanced Environmental Planning and Special Assessments. The contractor shall identify, analyze, plan, facilitate, manage, and support future environmental/transformational projects over the FYDEP. An emphasis should be given to projects that provide weapon system and depot process improvements in an environmentally friendly manner


b. Meetings and Conference Support: The contractor shall assist in organization, preparation and planning for conferences, video teleconferences (VTCs), conference calls, briefing and presentation materials, agendas, and minutes as required


c. Annual PEWG Conference. The contractor shall plan, organize, and conduct an annual conference for the purpose of inviting selected contractors to present briefings on selected topics that can provide potential improvements to the maintenance depot. The contractor shall then submit a report on the conference and assist in selection of processes for further study and development. The contractor shall assist the Program Manager in obtaining study/development funding for selected processes


d. Attend NATO conferences


e. Attend additional conferences and provide Government with recommendations.


f. Prepare and distribute conference minutes


g. Develop/Prepare Assessments, Technical Studies, and Reports for new projects


12. The oversight/management function of this requirement will be applied to the various tasks awarded against the basic contract. Tasks include active membership in


a. Integrated Product Teams (IPT)


b. Original Engine Manufacturing test and evaluation

c. Joint Service Group (JSG)


d. NATO Research and Technology Organization


e. Applied Vehicle Technology (NATO RTO AVT) panel


f. Regulatory and economic analysis support, and general technical/graphical support for briefings, conferences, technical working group meetings and data management


h. Propulsion Sustainment Technical Working Group (PSTWG)


i. Environmental Task Group


j. Maintenance Repair and Overhaul (MRO) & Process TWG


k. Coatings Task Group


13. Joint Support Groups (JSG): The contractor shall provide direct program support to PEWG relative to the Joint Propulsion Coordinating Committee (JPCC) and affiliated membership. This support shall include coordination of meetings between the membership, affected weapon system program managers, representatives from the DoD laboratories, Defense Contract Management Agency (DCMA) on-site personnel and representatives of contractors manufacturing locations. Specific duties include review and coordination of documents among all stakeholders; drafting of program documentation to include briefings, point papers, concept papers, and other correspondence as required; recommendation of Government test and business strategies to accomplish objectives; facilitation of meetings; assist in the development of strategies for expanding the mission. Review for content, accuracy and completeness of documentation provided by the Engineering and Technical Support contractor. Assist in the adjudication of costs among affected weapon systems programs. Assist in the development of financial strategies to ensure program viability
The contractor shall provide support to the initiatives that formally interact with other groups, such as Aerospace Industry Association (AIA) and NATO Research and Technology Organization, Applied Vehicle Technology (NATO RTO AVT) panel

14. Acquisition Reform and Acquisition Pollution Prevention Initiative (AP21-104): The contractor shall provide programmatic and technical support in the implementation of the DoD AP21-104 policy


15. HQ AFMC Technical Working Group (TWG) support: The contractor shall prepare and assist in scheduled HQ AFMC/A5S Technical Working Group (TWG) and Center Working Group meetings. This includes management oversight and recommendations to the Propulsion Sustainment Work Group, Environmental Task Group and Maintenance Repair Overhaul and Process (MRO&PTWG), and Coating Task Group.



16. Funding data, funding documents preparation: The contractor shall collect and prepare cost data in support of Pollution Prevention Project Narratives (PPPNs) and (Federal Agency Pollution Abatement and Prevention Project Plans/FEDPLAN, and in order to support Paragraph 1.0.


17. Maintain awareness of current and proposed laws/regulations impacting PEWG


18. Provide analysis that will lead to funding sources


19. Generate summary of proposals to include ROM and proposed plan of action


20. Provide Analysis of returns to customers on proposals


21. Have a source of skilled knowledge experts


22. The contractor shall provide administrative support as required to support all tasks identified in this Task Order. The oversight/management function of this requirement will be applied to the various tasks awarded against the basic contract. Tasks include active membership in

23. Monthly Status Reports: The contractor shall prepare monthly status reports that summarize the major activities accomplished during the reporting period


24. Contract Summary Report: The contractor shall prepare a Final Report summarizing all work performed, annually


25. Project Execution. In the program management effort of the PEWG "green depot" program, the contractor shall be responsible for the overall execution of the projects. The contractor shall perform various types of activities, such as: data collection and development, performance alternatives, technical approaches, analysis of comments, and answers, regulatory and economic, feasibility, health and risk assessments, project management, benchmarking of best practices, web site development and maintenance, and stakeholder training


26. Propulsion Acquisition Sustainment Pollution Prevention Integration Activity Strategic Plan. The contractor shall develop and provide this Strategic Plan to PSTWG, MRO&PTWG and PTO


27. The contractor shall submit a Program Plan/Transition Plan within 30 days after contract award. The contractor shall not be responsible for any ongoing task under previous PEWG contracts; however, in the event a particular task has elements that must be added to the current contract, the contractor will be expected to assume responsibility for those elements



b) Task Management Functions:


1. Provide task management


2. Determine and obtain required resources. The contractor shall provide the necessary personnel, engineering services, equipment, materials, and facilities necessary for accomplishment of the assigned tasks set forth herein


3. Accomplish task requirements


4. Subcontracted Services/Materials. Purchase Procedures: A valid effort shall be made to secure the materials through the Air Force supply channels and such effort shall be documented with the request for material purchases. Length of time to secure through Air Force supply channels shall not be accepted as valid unless requirement urgency can be documented. Material purchases shall be accompanied by either three price quotes or a sole source justification if the contractor does not have an approved purchasing system. The contractor shall provide subcontracted specialized services and direct materials required to support the requirements in this Statement of Work. Prior to purchases by the contractor of any direct materials or subcontracting, the contractor shall obtain approval from the Contracting Officer (CO) or his/her designee. Reimbursement for the purchased items or services that fall within scope of the contract shall only be made after the contractor has submitted proof of payment for such items or services. Upon reimbursement all purchased items become the property of the Government


5. Specialized Services. Specialized services are those services that cannot be performed by the personnel regularly assigned to the program. Such services, which shall be obtained for a limited time only, consist principally of consultant engineering services. The contractor shall obtain approval from the PCO or his designee prior to subcontracting for each service. Reimbursement for the purchased services that fall within the scope of the contract shall only be made after the contractor has submitted proof of payment for such services. The contractor shall obtain three (3) price quotes or a sole source justification for the service acquisition


6. The contractor shall assist the Program Manager in development of funding sources for selected evaluation projects


7. The contractor shall develop training modules to assure that Air Force personnel are fully capable of operating/implementing any process selected for integration into Air Force maintenance operations

Tasks include integrated product teams (IPT) support, Original Engine Manufacturing test and evaluation support, joint service group (JSG) support, NATO Research and Technology Organization, Applied Vehicle Technology (NATO RTO AVT) panel, regulatory and economic analysis support, and general technical/graphical support for briefings, conferences, technical working group meetings and data management support.

This industry day is a continuation of the sources sought intent of this notice.  A second industry day will be conducted if necessary.


The PCO has reason to believe that two or more Veteran-Owned Small Businesses will participate in this requirement; therefore, the requirement will be set aside for Veteran Owned Small Businesses.
