Abstract A quaint gravel road leading through the Ozark National Forest, which paralleled the Mulberry River, had been adequate in the past in meeting the needs of the residents along the River, but no longer met highway safety standards. Arkansas's State Highway and Transportation Department (AHTD) faced a major challenge to to improve the quality of the road and some of its bridges without disturbing the beautiful vistas around them. This article describes a project, jointly undertaken by the AHTD, U.S. Forest Service, and the Eastern Federal Lands Highway Division of the Federal Highway Administration, to reconstruct almost 15 miles of Forest Highway 65 from Cass to Oark in several phases in order to improve the highway's safety while maintaining its scenic beauty.
