Message:

Adding the ExecuteMngr? to manage and process the <Execute> block in
ColinInput? files. Most test/test{20,21} test cases run again after
adding an "<Execute />" element to the end of the input file!

Other changes:

• Adding callback-based configure() to OptSolver? for processing XML (similar to OptApplication?_Base::initialize()).
• Cleaned up FiniteDiffApplication? XML initialization syntax
• Solvers registered with the SolverMngr? are automatically registered with the ExecuteMngr? (by their registered names)
• First steps to moving to a SolverHandle? that behaves similarly to the ApplicationHandle? and away from the OptSolverHandle? system.
