Intent to Award Brand Name Diego Powered Dissector and Drill System



10th Mission Support Group, Directorate of Contracting, United States Air Force Academy Colorado, intends to award a brand name only commercial purchase order in accordance with FAR Parts 12 & 13. This notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-14, 22 Nov 06. The North America Industry Classification System Code [NAICS] is 423450 and the size standard is 500 employees. The requirement is to purchase: 2 each Product number 70339001 Diego Handpiece, 1 each part number 7035-3001 Somnus Machine (G3) and 1 each shipping and handling. These items will require identification adhering to DFARS 252.211-7003 (http://farsite.hill.af.mil). The justification for the brand name requirement is as follows:



a. Currently, the OR Department and ENT clinic have a problem of double booking cases because the two Departments have to use the same equipment. The purchase of this equipment will eliminate this problem. However, the two areas will still be able to share equipment. Therefore, the equipment must be the same so it can be interchangeable and be utilized by both the OR and clinic. The OR also needs to increase the number of Diego Shaver Hand pieces to support the increased caseload after the hospital transitions to a Surgery Center.



b. The ENT surgeons use various Gyrus products on a weekly basis for most of their surgical procedures. Certain minor procedures utilizing Gyrus products are also used in the ENT clinic. All equipment must be interchangeable with existing pieces. Our surgical technicians, nurses, and ENT doctors have been trained on and are proficient with the Gyrus Somnus Machine and Diego Hand pieces. In addition, skills are maintained by yearly training that is provided by Gyrus. If any other equipment were purchased there would be an unacceptable learning curve required to become proficient to a level that would not jeopardize a patients safety. If other brand hand pieces and machines were purchased, new compatible equipment would also have to be purchased. This would be a duplicated cost, plus would render the Gyrus equipment useless.



Technical Data:



The Gyrus G3 System Generator has two principal

modes of operation:



- The monopolar mode has controls for maximum

temperature and energy delivered. The unit has

readouts for total energy delivered, impedance,

temperature for two thermocouples and time of

energy delivery.



- The bipolar mode has controls for output waveform

type and power. The unit has readouts for set power

and waveform.

Connectors on the front panel include the monopolar

connector for active electrode and dispersive electrode

and separate dual bipolar connectors for PlasmaCision

electrodes and bipolar instruments. The foot pedal is

connected on the back panel.

Accessories included with the generator are the

electrodes, connector cable, footswitch and a power

cable.



Intended Use for the Diego Powered Dissector and Drill System:

General ENT, Head and Neck, and Otoneurologic Procedures.

Driver Configuration: Console with separate footswitch.

Operating Speeds: Up to 18,000 rpm for sinus surgery and up to 44,000 rpm for otologic, otoneurologic and acoustic neuroma procedures.

Operating Modes: Forward, Reverse, Oscillate.

Speed Indication: Digital.

Footswitch: Electric

Irrigation Pump: Yes, integrated into console.

Number of handpieces supported: 4, Diego, Stapes, and Viper Straight and Angled.

Processor Control: 8-bit Microprocessor, Re-programmable (Factory Only).

Material of Housing: Diego – Stainless Steel Nosecone and Aluminum Housiing. Viper Handpiece – Stainless Steel Nosecone and Aluminum Housing.

Suction Capability: Yes for Shaver Handpiece No for Drill Handpiece.

Irrigation Capability: Yes, with the exception of the Stapes Drill Handpiece.

Chucking Mechanism: Diego is Spring Loaded and able to chuck in multiple positions. The Viper handpieces utilize locking rings and the Stapes uses a collet to secure the burrs.

Sterilization Method: Autoclave or EO.

5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern.
