U.S. Customs Publishes List of First Disbursements Under the Continued Dumping and Subsidy Offset Act of 2000

Washington, D.C. -- The U.S. Customs Service today posted on it's Web site the detailed results of the first disbursements under the Continued Dumping and Subsidy Offset Act of 2000 (CDSOA). This legislation, also known as the Byrd Amendment, required U.S. Customs to disburse anti-dumping and countervailing (AD/CV) duties to domestic producers injured by foreign dumping and subsidies. The claimants have received more than $200 million to date.

There are two tables of information on the CDSOA. The first table lists information on claims filed and disbursements issued for each AD/CV case. As noted in the U.S. Customs Regulations on the CDSOA, Customs is making public the name of each claimant, the amount of their claim and the amount disbursed in relation to the claim.

The second table shows the amount U.S. Customs is holding in the clearing accounts for each AD/CV case as of October 1, 2001. All estimated AD/CV duties and bonds are deposited into the clearing accounts pending final liquidation instructions from the U.S. Department of Commerce. Customs agreed to make this information public in response to comments received during the public comment period on Customs Notice of Proposed Rulemaking on the CDSOA regulations.

Both tables are provided in a format that allows interested parties to view the tables or download the data so it can be manipulated as desired. The tables are located on the Customs Web site under Importing and Exporting, Anti-dumping/Countervailing Duties, CDSOA FY 2001 Disbursements and AD/CV Clearing Accounts as of October 1, 2001.

The information provided will form a large part of the annual report on the CDSOA that U.S. Customs will present to its Congressional oversight committees later this year.
