New Issue Management System debuts October 1

September 25, 2006

A new, user-friendly issue management system called LANL Issues Management Tracking System (LIMTS) is scheduled to begin operating at the Laboratory October 1. This system replaces I-Track, which will continue to be operational into November.

Simple online instructions on how to use the system will be available soon, said Roland Knapp, head of the Laboratory’s Contractor Assurance Office (CAO), which led development of the system.

The LANL Issues Management Tracking System underpins the Laboratory’s Prime Contract agreement with the National Nuclear Security Administration and puts greater emphasis on performance excellence and accountability.

The system will enable Laboratory management to gain real-time insight into Lab performance, assess the impact of proposed changes, conduct risk analysis based on comprehensive sets of data, and, ensure the accessibility of data for oversight purposes.

Over the next two years, Issues Management Tracking System will be enhanced in phases. Next year, the issues management system will provide an expanded query tool and trending module. Issues Management Tracking System will include the tracking and trending functions of such existing Laboratory tools as MWA, STOP, and IRS.

“The system will allow managers and employees to spend less time ‘fire-fighting’ and more time preventing ‘fires,’” said Knapp. “In other words, we’ll spend less time chasing things down and more time achieving, mentoring, and learning.”

New way of doing business

Starting October 1, the Lab will adopt a new way of doing business; employees may enter issues using a new LANL Issues Management Tracking System. An issue is a condition or event that has or may negatively impact the Laboratory’s ability to safely, securely, and efficiently perform its mission.

What are the benefits of using a single issues management system?

• Anyone can enter an issue. A concern automatically reaches the appropriate manager for action.
• The system is easy to use and easy to access. In the near future, an e-mail with a link to a simple online tutorial will be issued.
• Employees will be automatically kept apprised of an issue’s status.
• No more shadow issue tracking systems. There will be a single, unclassified Web-based tool. I-Track will be phased out by the end of November.
• Greater ability to find and fix problems so they don’t recur. Issues will be trended, analyzed, and resolved Labwide as well as at a division or directorate level.
• This system will enable the Laboratory to operate more efficiently.

User Training

A simple 5- to 10-minute, online primer will provide employees an Issues Management Tracking System orientation beginning October 1.

Future Enhancements

In 2007, the Issues Management Tracking System will provide an expanded query tool and trending module. Over time, the Issues Management Tracking System will include the tracking and trending functions of existing Laboratory tools such as MWA, STOP and IRS in a phased approach.
