The Committee for Purchase from People Who Are Blind or Severely Disabled (Committee), the Federal agency that oversees the AbilityOne (formerly Javits-Wagner-O?Day/JWOD) Program, is seeking a U.S. commercial manufacturer of industrial pressure washer gun kits and accessories to partner with a selected nonprofit agency to furnish such products to the Federal Government under the AbilityOne Program. Potential partner must be capable of manufacturing a line of pressure washer kits to include the following two types: 1) 2600 Pound (PSI) Metric Hose, Gun, Wand and Variable Nozzle Kit; and 2) 3700 Pound (PSI) Metric Hose, Gun, Wand and Spray Tip Kit. The kits must consist of following items and meet listed characteristics:

2600 Pound (PSI) Metric Hose, Gun, Wand and Variable Nozzle Kit:

1) Gun: Male Metric x Female Metric with trigger lock; 2) Hose: 2600 Pounds per Square Inch (PSI) 1/4 inch by 25 foot female metric x female metric; 3) Male Metric Adapter: Use to connect two female ends together; 4) Metric Wand: Male metric x 4.0 variable nozzle (0.80 degree) with soap function; 5) Applications: Complete hose, gun, wand and nozzle kit for gas or electric units rated up to 2600 PSI; 6) Installation: Connect hose to metric pump outlet and gun inlet. Wand (with nozzle) threads into gun outlet. Metric adapters create quick and easy "tool free" connection for accessories; 7) Water Pressure: 2,600 pounds; 8) Maximum Temperature: 140 degrees Fahrenheit; 9) Gallons per Minute: 7.0 gallons; 10) Kit fits following brands: Campbell HausfeldTM*, KarcherTM*, GeneracTM*, FAIPTM*, ExcelTM*, Black CatTM*, ColemanTM*, KodiakTM*, North StarTM*, SimonizTM*, StingerTM*, TiltonTM*, and other units with a metric pump outlet.



3700 Pound (PSI) Metric Hose, Gun, Wand and Spray Tip Kit:

1) Gun: Male Metric x Female Metric with trigger lock; 2) Hose: 3700 Pounds per Square Inch (PSI) 1/4 inch by 25 foot female metric x female metric; 3) Adapters: Metric - male x male, a male metric x 3/8 inch quick disconnect socket, and a female metric x 3/8 inch quick disconnecting plug. Adapters create a quick easy "tool free" connection for accessories; 4) Metric Wand: Male metric x quick disconnect socket;

5) Applications: Complete hose, gun, wand and spray tip kit for gas or electric units rated up to 3700 PSI; 6) Spray Tips: One each of the following "color coated" 1/4 inch quick disconnect spray tips: 0 degree (red), 15 degree (yellow) 25 degree (green), 40 degree (white) and one brass 65 degree (black) low pressure soap/chemical tip; 7) Water Pressure: 3,700 pounds; 8) Maximum Temperature: 140 degrees Fahrenheit; 9) Gallons per Minute: 7.0 gallons; 10) Kit fits following brands: Campbell HausfeldTM*, KarcherTM*, GeneracTM*, FAIPTM*, ExcelTM*, Black CatTM*, ColemanTM*, KodiakTM*, North StarTM*, SimonizTM*, StingerTM*, TiltonTM*, and other units with QD's or metric pump outlets.



In addition to specific characteristics listed above, the products must be TAA compliant and must meet and/or exceed the FAR and other published Federal standards, including Executive Orders and applicable agency-unique requirements.



To be considered for the commercial partner opportunity, the following criteria at a minimum must be met:



1) Possession of a nationally-known brand name that can be demonstrated to have significant appeal through evidence of substantial sales and market share. 2) Ability to offer a complete line of industrial pressure washer systems. 3.) Willingness to enter into a multi-year agreement, which includes on-going technical and production assistance while enabling the selected nonprofit agency to meet the suitability criteria of the AbilityOne Program in the production process by supplying the washer kits not fully assembled and instructing the non profit agency in proper assembly techniques to complete the manufacturing and subsequent packaging of the products, thereby creating employment for people who are blind or severely disabled. 4) The chosen commercial manufacturer must be willing to set a high priority for delivering the bulk materials to the nonprofit agency in order to assure the agency of on-time deliveries to the end-use customers. 5) Commitment to working cooperatively with AbilityOne personnel to market the products to Government customers under the AbilityOne Program. 6) Willingness to work with the selected nonprofit agency, NIB or NISH and the Committee to ensure that the products? price to end-users is a fair and reasonable price. 7) All products must be manufactured and lab tested, certified and customer tested to be effective according to their purpose. 8) Manufacturers? submissions must demonstrate that the specific products meet the listed criteria, as well as indicate what functions the nonprofit agency?s employees would perform. Submission should recommend ways to maximize the employment for people who are blind or severely disabled in the fulfillment of the products.



NOTE: Proposals must satisfy all listed criteria in order to be considered for selection.
