November 5 – The CBPMO achieved Level 2 on the Software Acquisition Capability Maturity Model® (SA-CMM®), becoming the first civilian government organization to receive this important acquisition process rating in a program-wide basis.
November 1 – Sharon A. Mazur was named Acting Executive Director of CBPMO with the transfer of Charles R. Armstrong to Acting Assistant Commissioner for the Office of Information and Technology.
October 17 – The ACE Secure Data Portal was officially launched with 41 importer accounts and U. S. Customs and Border Protection (CBP) personnel supporting those accounts sharing information on-line.
October – A revised ACE Program Plan providing comprehensive details about the program and its Milestones was approved.
September 26 – Building requirements and critical designs for the ACE Secure Data Portal port deployment, and introduction of periodic payment and electronic truck manifest processing features, were approved.
September 26 – The e-Customs Partnership (eCP) achieved Level 3 on the Capability Maturity Model® for Software (SW-CMM®), a significant rating of its software development processes.
September – More than 25 government agencies were nominated for ACE/International Trade Data System (ITDS) integration in 2004.

August – The ACE Ambassador Program, founded in 2002 to create a network of CBP employees who are "champions" of ACE, held two new ACE Ambassador certification-training sessions. The number of ambassadors doubled to a total of 86.
March 1 – CBP became part of the new U.S. Department of Homeland Security (DHS). Modernization Office renamed the U.S. Customs and Border Protection Modernization Office (CBPMO).
