Executive Appointments

I am pleased to announce the following executive appointments:

Andrew Maner, Chief of Staff
As Chief of Staff, Andy advises me on a variety of policy, security, trade, and management issues. Andy joined U.S. Customs in January 2002 as Director of the Office of Trade Relations. He served in the first Bush administration from 1991 - 1993, and has held a variety of senior level positions in the private sector.

Susan Rabern, Assistant Commissioner, Office of Finance, and Chief Financial Officer
Susan is responsible for administering a broad range of financial management activities delineated under the CFO Act of 1990, including accounting, budgeting, procurement, logistics, financial systems, policy, planning, and audit oversight. Susan's prior positions at the Federal Bureau of Investigation include Assistant Director and Chief Financial Officer, and Deputy Assistant Director of the Finance Division. Prior to joining the FBI, Susan served in the United States Navy for 21 years.

Michael Schmitz, Assistant Commissioner, Office of Regulations and Rulings
Mike is responsible for the development, implementation, and evaluation of Customs wide programs, policies, and procedures pertaining to regulations and rulings issued by and affecting the U.S. Customs Service. Prior to his selection, Mike served as Chief of Staff at the World Customs Organization from 1994 to 1999, and has held various U.S. Customs Service positions including Customs Chief Counsel and Deputy Chief Counsel.

Donald K. Shruhan, Jr., Assistant Commissioner, Office of International Affairs
Don is responsible for managing and directing all U.S. Customs Service international activities, including international criminal investigations, agreements, training, and assistance. Don has served in many Customs positions, including Acting Assistant Commissioner, and Deputy Assistant Commissioner, Office of International Affairs. He also held the position of Senior Policy Analyst to the Executive Office of the President of the United States, Office of National Drug Control Policy.
