These documents are created by or for the AES process owners, representing both the U.S. Customs and Border Protection and the U.S. Census Bureau, and provide relevant information and direction to the trade.

Federal Register Notice: Trade Act of 2002 - Advance Electronic Information
Customs and Border Protection (CBP) announces the publication of the Notice of Proposed Rulemaking (NPRM) in the July 23, 2003 Federal Register. The trade and other interested parties will have 30 days from the date of publication to comment on the proposed regulations, with comments returned to the location and in the manner cited in the proposal. CBP will then take those comments into consideration before the publication of the final rule.

Federal Register Notice 2003
The Final Rule announcing the mandatory AES filing of items on the CCL and USML that currently require the filing of a Shipper's Export Declaration; announcing the elimination of Option 3 as a filing option in AES; and the requirement to report the complete name and address of the USPPI with every shipment, was published in the Federal Register July 17, 2003. These new requirements will be implemented in AES on October 18, 2003. The AES participant has 90 days to comply with this new rule.

U.S. Customs and U.S. Census Bureau issued a joint notice to Exporters, Freight Forwarders, Exporting Carriers, Department of Commerce District Offices, and Others Concerned regarding the Automated Export System (AES)

Filing Requirements. Subjects addressed in the September 23, 2002 notice include Exemption Statements, Consolidated Shipments, Transportation Reference Number, Letter of Authorization, Licensed Shipments and Mandatory AES.

Bureau of the Census publishes notice in the Federal Register
/Vol. 66 No 249/Friday, December 28, 2001 (PDF) regarding the proposed collection of additional data elements in AES for licensed shipments.

AES Down Time Guidelines. This PDF document contains the standard guidelines for processing of automated export transactions during down time of AES and/or down time of the AES Participant's computer system (Updated September 2002).

Bureau of the Census issues special program notice
in the Federal Register/Vol. 66, No. 144/Thursday, July 26, 2001 announcing to the export community the requirement for mandatory AES filing for all items on the Commerce Control List (CCL) and the United States Munitions List (USML), whether or not a license is required.

AES Certification Report
(Ref: P.L. 106-113) Will require the mandatory filing through AES of all items on the CCL and USML. Target effective date: March 2002.

Foreign Trade Statistics Regulations
(FTSR) Letter No. 174 to clarify export reporting requirements for merchandise imported into the US from a foreign country for export to a third country of ultimate destination; FTSR Letter No. 173 emphasizing reporting requirements for exports to and from Puerto Rico; FTSR Letter No. 172 emphasizing reporting requirements for exports through Canada; and FTSR Letter No. 171, announcing export requirements for shipments to the Panama Canal, are available in PDF format.
