Men's Trousers Recall

The Coast Guard is recalling defective men's dress blue trousers made by Choctaw Mfg. Active duty, Reserve and Auxiliary members owning these trousers are entitled to no-cost, one-for-one replacement for defective garments. The government issue label inside the trousers is Contract Number DLA100-94-C-1034 or SPO100-94-C-1034; Choctaw Mfg. Co. Inc is also on a white cloth label sewn onto the right seat pocket. Defects include: insufficient material in seat and hip leading to premature seam failure or excessive material creating a baggy fit and poor appearance; waistbands incorrectly sewn, uneven in width or deformed due to improper internal construction, zipper incorrectly sewn or distorted; front and rear pockets improperly aligned or sewn or incorrect size. To receive replacements, submit a DD1149 with name and SSN in Block 1 and shipping address in Block 3. Write "Men's Dress Trousers" and size in description block (4B) and quantity to be replaced in Block 4D. Complete and sign the DD1149 and mail to UDC, USCG Training Center, 1 Munro Avenue, Cape May, NJ 08204-5002. FAX: (609) 898-6807. Hurry! Deadline to request replacement trousers is May 31, 1996. Recruit to PS Rating? ... YES!!

Managing the Coast Guard Reserve force is a constant challenge. Downsizing to 8,000, new requirements generated by integration under Team Coast Guard, and our rapidly changing world make it tough to plan a career in the Coast Guard Reserve, particularly within the Port Security (PS) rating. In recent years, the PS rating has undergone major changes in its content, size and distribution. Currently, the PS rating is overstrength with 1,623 on board and only 1,318 billets identified. The 8th District is the only one that has PS shortfalls. Natural attrition and laterals to other ratings are being used to reduce the overage of PSs elsewhere. Until the number is reduced, promotions in the PS rating will be slow. If the speed of promotion is your primary career goal, consider becoming an MK or a BM, as both of these ratings are severely understrength. You might also consider a lateral if you are a PS in a location that is overstrength in PSs.

However, this doesn't mean that we should stop recruiting people into the PS rate! One of the Coast Guard Reserve's core goals is to have the right people in the right places. If the unit down the road from your home is short of PSs, and there are no PSs living within a reasonable commuting distance, a valid shortage would exist to which we need to recruit (or acquire via laterals). It is important that each member of the Coast Guard Reserve take an active role in the effort to find the right people for these vacancies.

Inactive Duty OER submission changes

ALDIST 088/96 announces a change to the inactive duty Officer Evaluation Report (OER) submission schedule, effective for OER periods ending April 30, 1996 and later. For 1996 only, an exception will be made for IDPL commanders. To accommodate the change in schedule, the date for commanders has been extended to April 30, 1996. This change adopts the active duty submission due dates for OERs of all IDPL officers with the exception of Warrant Officers. It differs only in prescribing an annual OER for all inactive duty commissioned officers versus a semi-annual OER for junior officers on active duty.
